Description:
The NYSERDA Technical Assistance program increases productivity and economic competitiveness of participating facilities by implementing cost-effective, energy efficiency measures, peak-load curtailment, combined heat and power (CHP) and renewable generation projects.

This program typically allows facilities to choose an engineering firm to develop and deliver customized, cost-effective energy efficiency measures. Most projects are cost shared by NYSERDA on a 50:50 basis up to $500,000. For Con Edison customers, NYSERDA may provide up to $1,000,000.

The following customers are eligible for the Technical Assistance Program:
• New York State (NYS) industrial and commercial facilities
• State and local governments
• Not-for-profit and private institutions
• Public and private K-12 schools, colleges, universities and health care facilities

Participants should be qualified New York State electric distribution system customers.

The program is divided into three separate components:
• Energy Efficiency Technical Assistance
• CHP and Renewable Generation Technical Assistance
• Peak-Load Curtailment Plan Technical Assistance.

Applicants may choose to submit an application for any of the three components referenced above. All three components will be reviewed for funding on a first-come, first-serve basis.

Applications for this program are being accepted until November, 30, 2009.

Prerequisites [back to top]  
1.  Select a qualified consultant to be the Service Provider for the given project. An independent third-party Service Provider is required for all projects. Customers can choose to use one of NYSERDA's pre-qualified FlexTech consultants (see link above) as their Service Provider, or an independent Service Provider, which includes, but is not limited to energy service companies (ESCOs), energy consultants and utility companies.
2.  Provide a Scope of Work (Scope) for the project that describes the current status of the facility, what will be reviewed by the study, and the level of detail. Instructions on how to prepare a Scope, including a project budget, are included with the application form, linked under Application Materials, above.
3.  Additional information may be required depending on the type of project; consult the application form and instructions for greater detail.

NYSERDA can share the cost of a variety of Technical Assistance. Contact NYSERDA or visit the NYSERDA Technical Assistance Program Homepage (see Links to Additional Information above) for more information on eligible projects.

NYSERDA’s funding is limited to 10% of the applicant’s annual energy cost. Customers and Service Providers are limited to six open applications and / or projects.

Unless otherwise negotiated, all work funded under this program must be completed within two years of issuance of the Purchase Order. New facilities, or those that have undergone substantial renovations, must be occupied for more than one year to be eligible for Energy Efficiency Technical Assistance funding.
