Business Incentive Rate (BIR) is an energy discount program co-administered by the New York City Economic Development Corporation (EDC) and Con Edison. The program is designed to encourage economic growth in the manufacturing and industrial sectors by offering a discount off of Con Edison’s electric delivery charges. Con Edison directly provides the electricity discount to eligible businesses under this program. EDC processes and tracks the paperwork and performs Account Management and Compliance functions.
Program Benefits The Business Incentive Rate reduces the delivery components of electricity bills by 30-35 percent. The program has a term of five years.
Eligibility • New York City businesses that are manufacturers or have wholesale distribution facilities in the five boroughs may apply. • The business premises must undergo an energy efficiency survey. See Additional Notes, below, for more information about energy surveys. • Companies are expected to increase employment in NYC by 10% over 3 years. • The company must apply be approved for another City or State benefit that equals or exceeds the value of the BIR benefit. Those benefits include (but are not limited to): Industrial Development Authority, Industrial and Commercial Incentive Program, Energy Cost Savings Program, and Empire Zone Benefits. • Application for the BIR must be made within 30 days of the application to the State or local governmental authorities for tax incentives or energy rebates. • Retail establishments are excluded from receiving the BIR benefit. This includes stores (such as grocery stores), restaurants, franchises, chain establishments, and related businesses. • Government entities are excluded from receiving the BIR benefit.

The project must meet eligibility criteria, as described above.

Applicants must know the electric service class number for the building (“SC4” or “SC9”). For more information about this, visit the Con Edison website under Links to Additional Information, above, or contact the EDC using the Contact Information below.

3.
Applicants must provide the respective Con Edison account number(s) servicing their business, as well as the total building square feet and square feet occupied by their business within the building.

1.
The applicant must contact EDC at the Contact Information below to work with a representative who will determine the business’s eligibility.

2.
If the applicant meets eligibility criteria, EDC will provide the applicant with the relevant application.

3.
Once complete, EDC will forward the application to Con Edison.
|
 |
4.
Once the application has been processed by Con Edison, applicants will begin receiving the reduced rate on electricity bills. The reduced rate is applied directly to the business’s electricity bill.

The New York State Energy Research and Development Authority (NYSERDA)’s FlexTech Assistance Program can be used to cover up to 50% of the cost of required energy efficiency surveys (see Links to Additional Information, above).
Vacant premises can qualify if at least 75 percent of the building was unoccupied for 12 consecutive months out of the 24 months preceding the rate application.
For new premises, the building must be a new construction and not an addition or extension to an existing building.
For existing premises, the business must be receiving a comprehensive package of economic incentives from state or local authorities.
Not-for-profit institutions are eligible when occupying newly constructed or converted laboratory space contained in new or renovated buildings, where the space is solely or predominantly used for biomedical research.
