Description:
The New Construction Program's (NCP) can provide assistance to incorporate energy-efficiency measures into the design, construction, and operation of new and substantially renovated buildings to design teams and building owners. These measures are designed to save energy through reduced electric demand, and therefore reduce building operating costs. Incentives are also available for building commissioning services, green buildings, peak-load reduction, energy benchmarking, and advanced solar and daylighting systems.

Program highlights include technical assistance, funding, and assistance for commissioning services. Technical Assistance is available to help evaluate energy-efficiency measures and provide guidance to your design team on incorporating new and emerging energy-efficient technologies into your building. Funding is available to offset the additional costs associated with the purchase and installation of approved equipment. Assistance may also be available for commissioning services, advanced solar, daylighting technologies, and green building opportunities.

Eligibility
The following two types of building projects are eligible for incentives under the program:
• New Construction Project: a New Construction Project is one where a licensed professional architect or engineer has prepared and certified the building plans for a new building, or a portion within a new building; and/or
• Substantial Renovation Project: A Substantial Renovation Project is one where a licensed professional architect or engineer has prepared and certified the building plans for: a change of use and reconstruction of an existing building or space within; construction requiring that the building or space within be out of service for at least 30 consecutive days (if only part of the building or space is out of service for at least 30 days, approval must be obtained through NYSERDA to be eligible); or reconstruction of a vacant structure or space within a building.

There is no limit to the size of the project that is eligible for the program, either in terms of energy usage or building square footage.

The deadline to apply for this program is September 30, 2009.

1.  Business must be located in New York State.
2.  Businesses must be customers of Con Edison or National Grid and pay the New York State System Benefits Charge (SBC).

Businesses must be customers of Con Edison or National Grid and pay the New York State System Benefits Charge (SBC). To determine if electric bills include the SBC, look at a recent electric bill from the utility company to see if SBC is listed as a charge. If you do not see this line item, you may contact NYSERDA (see Contact Information below), which will assist you in determining whether you pay into the SBC.

Participation is limited to three projects per Applicant.
