A permit is required from the Fire Department (FDNY) in order to operate, maintain, or conduct any of the following aviation operations:
- a heliport landing located somewhere other than at an approved heliport, helistop or airport - a helicopter lift, which is the movement of an external load using a helicopter - a hot air balloon operation, which is the filling of balloons with hot air for the purposes of display or flight.
This permit must be issued in advance of each operation. |

Proof of Liability and casualty insurance in an amount determined by the Fire Commissioner, but not less than two million dollars.

2.
A site map of the area for the heliport landing, helicopter lift, or hot air balloon operations.
|
 |
3.
The aircraft's Airworthiness Certificate issued by the Federal Aviation Administration.
|
 |
4.
A pilot's license issued by the Federal Aviation Administration is required for helicopter landing, helicopter lift, and hot air balloon operations.

5.
Department of Buildings authorization is required for helicopter lift operations.

1.
The applicant must submit a request for the permit in writing at least 20 days prior to the proposed helicopter landing, helicopter lift or hot air balloon operations. The request must include the name of the business, the premises address, the contact telephone number and the type of permit being requested and an affidavit of the property owner authorizing the landing, lift or hot air balloon operation on the property.

Copies of supporting documentation described in the Prerequisites section above must be submitted along with the request. Payment of the permit fee, identified below, must be included with the request for the permit. The applicant may submit the request, the required documents, and the permit fee in person or via mail to the address provided below.

3.
The Fire Department will contact the applicant upon acceptance of the application.
|

4.
The Fire Department representative will monitor the operations to ensure compliance with the requirements of the Fire Code. Once satisfied that all safety requirements are met, the Fire Department inspector will give the authorization to conduct the operation.
