APPLICATION DESCRIPTION  Back to Top
The NYC Lobbyist Search application provides quarterly information about lobbyists and their clients. A lobbyist is a person or organization retained, employed or designated by any client to engage in lobbying. See Local Law 3-211 of the Lobbyist Laws for the full list of items a lobbyist may try to influence.

The information presented in the NYC Lobbyist Search is derived from the export of the lobbyist database that is maintained by the Office of the City Clerk. The information available in this database is self-reported by lobbyists and their clients through initial annual registration forms and quarterly reports that are submitted to the Office of the City Clerk. The reports are checked for accuracy by the Office of the City Clerk, but are not independently verified or certified by a third party. Although all attempts have been made to ensure the accuracy of this data neither the City of New York nor the Office of the City Clerk assume any liability resulting from any inaccuracies herein. In the event of any variance between this data and any printed compilation of lobbyist data put out by the Office of the City Clerk since 2002 such printed data will be controlling. Some data may have been subsequently amended, which may not be reflected in the database.

Any lobbyist, who in any year expends, incurs or receives over two thousand dollars of reportable compensation and expenses must register with the City Clerk for each calendar year. For those lobbyists who have been retained, employed or designated as lobbyists on or before December 15 of the previous calendar year and who expect to meet the threshold $2,000 amount, the registration deadline is January 15. Lobbyists retained, employed or designated after December fifteenth, must register within fifteen days after such date of retention, employment, or designation, but no later than ten days after the actual incurring or receiving of such compensation and expenses.

Registration of a client is annual. If the period of representation is for a longer period of time or extends into the next calendar year, a new registration is required at the beginning of that next calendar year.

Search By Name  Back to Top

The search function is used to find lobbyists or clients by name. The search will display partial name results as well as those that have numbers in their name.

Accessing the Search page: You must use the NYC Lobbyist Search page to perform all lobbyist and client searches. The search page will be displayed when the application is opened. Enter the whole (or partial) name into the text field located in the left-hand shaded box and then click on the “SEARCH” button.

Search results for an entered name may be viewed in a lobbyist module, or a client module or both types of modules may be displayed together on the page. Use the links at the top of the page to jump to the module of interest.

Basic information is automatically displayed in each row of search results. However, more details can be revealed for either only one row or for the entire module. Details may also all be hidden. There is also an option to display and print one row of data only.

Accessing the Details:
To view the details for one row only, click on “VIEW DETAILS” in the far right column of the row. Use the “VIEW ALL” and “HIDE ALL” buttons to expand and collapse all details for every row on the current page of the module.

 

Once expanded, the Details cell contains data based on the lobbyist’s or client’s quarterly reports detailing their compensation and reimbursements. A total of each quarter throughout the year is provided on the bottom row.

Accessing the Printer-Friendly View of Details: Click on the printer icon in the far- right side of the Details cell. A new window will open with the row’s data displayed in a portrait format. A link to print the page is displayed at the top of the window. NOTE: Pop-up blocker tools must be disabled in order for the window to appear.

The Lobbyist Directory is used to browse all lobbyists, lobbyist organizations, and clients by the year they were registered. This information is available by selecting any year between 1998-2005 and then choosing one of the three views, “All Lobbyists,” “All Lobbyist Organizations,” and “All Clients.”

Accessing the Lobbyist Directory page: You must use the NYC Lobbyist Search page to access the directory. In the right-hand shaded box, “Select Year” of interest from the left drop-down box, then “Select View” in the right drop-down box, and click on the “VIEW” button. The Directory page will be displayed after a view has been executed.

The three views that can appear, depending on your choice, have varying layouts. “All Lobbyists” (displayed below) contains the lobbyist’s name in the left column and the lobbyist organization in the right column. “All Lobbyist Organizations” has only one column. “All Clients” consist of the client name in the left column and their related lobbyist organization(s) in the right column. Browse through the list and click on any linked name to run a search for more information. See the helpful tip below to learn how to more easily search for a name on a page. Bring up a listing for a different year by clicking on the drop-down menu and select the desired year. A letter will not have a link if there are no entries for that letter in the requested year.

Helpful Tip for Browsing the Lobbyist Directory: Internet Explorer has a built-in search tool that allows for searching on a web page. In order to access the search tool in Internet Explorer click on “Edit” in the Standard Buttons toolbar (generally at the top of the browser window). Then select the sub menu items, “Find (on This Page).”

A dialogue box will pop-up. Enter an item to search on and continue to click on “Next” until the end of the page has been reached or the item being searched has been found. An item that has been found is indicated by a highlight on the text. Either simply click on the highlighted item, “Find Next,” or “Cancel” the search.

When additional related data is desired for a Lobbyist, Related Lobbyist or Client, this information can be viewed by clicking on the linked values on the page. Clicking on these links will open the page for the selected lobbyist or client and all of their related records will be listed with the basic row information.

The following list contains descriptions of information available in the application.

 

ADDITIONAL (RELATED) LOBBYISTS

These are lobbyists employed by a lobbyist principal retained, employed or designated by a client to engage in lobbying on a particular subject matter within a calendar year.

 

BEGIN DATE

This is the date when the lobbyist began lobbying activity for a client within an annual registration period.

Any lobbyist, who in any year expends, incurs or receives over two thousand dollars of reportable compensation and expenses must register with the City Clerk for each calendar year. CLIENT ADDRESS

This is the address and telephone numbers for the location(s) at which the lobbyist’s client(s) conducts its activities.

 

CLIENT NAME & ADDRESS

This is the name, telephone number and address of every person or organization that retains, employs or designates any person or organization to carry on lobbying activities on behalf of such client. It is the information submitted at the time of the Lobbyist Registration and Client Annual Report.

CLIENT NAME

This is the name of the entity that hires and provides compensation and reimbursements to a lobbyist.

 

COMPENSATION

This means any salary, fee, gift, payment, benefit, loan, advance or any other thing of value paid owed, given or promised to the lobbyist.

If lobbying services are rendered in a certain period but are not paid until a later period, the amount of compensation owed and expenses incurred must be reported in the period services were rendered.

 

DETAILS

This field contains information on the person or entity lobbied and subject of such lobbying activities as well as compensation and reimbursements received each quarterly reporting period.

END DATE

This is the date when the lobbyist ceases lobbying activity for a client during an annual registration period.

 

LOBBYIST ADDRESS

The address and telephone numbers for the location(s) at which the lobbyist conducts its activities.

 

LOBBYIST PRINCIPAL

This is the name of a person or organization retained, employed or designated by any client to engage in lobbying.

LOBBYIST OFFICER

This is the Chief Administrative Officer of a lobbyist organization. The Chief Administrative Officer of an organization is the person required to make and file a lobbying statement or report unless some other person has been duly designated to do so prior to the due date of a filing.

 

REIMBURSEMENT

This term means reimbursement by the client of reportable expenses received by the lobbyist.

Exceptions:
Does not include reimbursements for lobbyist’s personal food, travel and lodging expenses.
Does not include reimbursements for campaign contributions reportable pursuant to Article 14 of the Election Law.

This is a description of the general subject or subjects on which the lobbyist has lobbied.

 

TARGET

This is the person or agency before which the lobbyist has lobbied.
