Preliminary Steps
In May 1999, shortly after being appointed President of the Sister City Program of the City of New York by Mayor Giuliani, Theresa E. Behrendt visited London to assess the status of the upcoming elections for London's first publicly elected Mayor. Sister Cities International was immediately notified of the Sister City Program of the City of New York's intention of formalizing the ties with London through an Alliance or a Sister City partnership. President Behrendt then approached Jeffrey Ling, former Consul General of the U.K. to New York City and an exploratory committee of high-ranking individuals from the public and private sectors was created to determine the feasibility of a formalized partnership.

London's New Mayor
Mayor Livingstone met Mayor Giuliani on his historic visit to NYC in January 2001. The visit enabled both mayors and senior city officials the chance to exchange best practice information covering areas including economic development, city planning, and transportation.
Following Mayor Livingstone's successful visit to NYC, Sister City President, Theresa E. Behrendt organized the signing of the Memorandum of Understanding officially linking NYC and London in a Sister City Partnership.

Exploratory Committee
The following individuals were integral in defining the preliminary steps of the formation of the Alliance. The Exploratory Committee was successful in completing their mission. The Committee has therefore been congratulated and concluded. Committee members include: Jeffrey Ling, former Consul General of the United Kingdom and Northern Ireland in New York City; Jerome Mansmann, Chairman of Buchanan Ingersoll's International Practice, London; Judith Mayhew, Leader, City of London Council, Corporation of London and Special Advisor to the Chairman and CEO of Clifford Chance; Linda McGoldrick, Former Managing Director Europe for Kaiser Permanente; Marshall Millsap, Senior Vice President of Chase Bank, New York City.
