Step 1: Submit Application

Please call 718-391-5641 to make an appointment to file your application and supporting documents at our Licensing facility in Long Island City. Once TLC has reviewed all documentation, the applicant will move on to Step 2.

Step 2: TLC Testing

Testing takes place at TLC’s Inspection facility in Woodside, Queens. Applicants will be required to provide two demonstration T/LPEP units – one that will operate outside of the vehicle, and another to be installed in a TLC vehicle by the applicant. The applicant must also bring to the testing their own demonstration vehicle containing a T/LPEP unit, roof light, and a hard-mounted meter. 

TLC staff will test the demo units to ensure they operate according to approved system description and meet all TLC requirements. TLC staff will also test the required web portal functionality and data transmission protocols.

At this stage the applicant will also be required to host an SFTP to transmit required trip data and submit test trip records, TLC surveys, and TLC feedback.

Step 3: Approval

Once Step 2 has been completed and the MOU is signed by the applicant, a TPEP Authorized Provider certificate or LPEP license will be issued to the applicant.

TLC will keep the two provided demonstration units. The T/LPEP provider must maintain the units as long as TLC authorization is held.

Trip Data: TPEP providers must capture and transmit trip data. Trip data is to be submitted via applicant-hosted FTP as four separate, zipped CSV files. Files are due every Thursday covering the Monday to Sunday prior. (Updated: 11/6/2014)

TLC Audio/Video Content Spec: TPEP providers must be able to play TLC audio/video content. LPEP providers whose systems do not include a Passenger Information Monitor are exempt from this requirement.

TLC Surveys: TPEP and LPEP providers must display passenger surveys. LPEP providers whose systems do not include a Passenger Information Monitor are exempt for this requirement.

TLC Feedback: TPEP and LPEP providers must display TLC feedback. LPEP providers whose systems do not include a Passenger Information Monitor are exempt from this requirement. (Updated: June 2014)
