PROVISIONS OF TRANSIT STRIKE CONTINGENCY PLAN RELATING TO TLC-LICENSED VEHICLES AND DRIVERS

Due to the possibility of a Transit Workers Union strike, the New York City Taxi and Limousine Commission (TLC) announces the following transit strike contingency plan, which would be authorized in the event that Mayor Michael R. Bloomberg signs an Emergency Order.  To the extent that this Emergency Order conflicts with any TLC rules or other previously issued notices, the provisions of the Order and this Notice shall supersede such notices and rules.

  1. On weekdays, all For-Hire Vehicles and Commuter Vans licensed by the TLC will be authorized, for the duration of the emergency, to pick up passengers without pre-arrangement (“street hails”) at any bus stop where normal service is not being provided and at authorized Park and Ride locations and Carpool Staging Areas established as part of the City’s Contingency plan.  Taxicabs continue to be permitted to pick up passengers at any location within New York City without pre-arrangement.
      
  2. On weekdays, all Commuter Vans licensed as such by the TLC will be authorized to operate outside the geographical area set forth in their operation authorization, and are further authorized to accept and discharge passengers along bus routes and at bus stops.

  3. For the duration of the emergency, initial inspections required by TLC Rules are suspended.  Notices to correct vehicle defects will still be enforced and required re-inspections will be conducted as scheduled.  Hack-ups of new taxicabs will still be scheduled.

  4. In addition, the TLC will adjourn, for the duration of the emergency, all hearings at its Adjudications Tribunals at 40 Rector Street, 32-02 Queens Boulevard (Long Island City), Kennedy Airport, and the Staten Island facility.  All respondents will be notified by mail of the new hearing dates.

  5. On weekdays, for the duration of the emergency, all vehicles licensed by the TLC are permitted to pick up additional passengers while transporting passengers.  The fares charged for such group rides are as follows:

  6. FHV and Commuter Van Drivers are required to display their TLC Drivers License and the name of their affiliated TLC-licensed base or authority in a manner easily viewable or accessible to all passengers.

  7. Passengers are responsible for the cost of any tolls for bridges or tunnels.

  8. TLC-Licensed Vehicles WILL BE SUBJECT to all HOV Restrictions established by the Mayor’s Emergency Order.  Licensees are reminded to carefully review any traffic restrictions put in place as part of the City’s contingency plan (www.nyc.gov/transitstrike).
     
  9. Overcharges are not permitted.  Any driver charging or attempting to charge fares in excess of the fares authorized by the TLC will be prosecuted to the fullest extent of the law.  Passengers should report any instances to 3-1-1 or via the TLC’s website (www.nyc.gov/taxi).

  10. Sample Trips

    1. Bay Ridge to Midtown Manhattan:
        • Up To $10 for initial pickup
        • $5 to enter Zone A
        • $5 to enter Zone B
        • MAXIMUM FARE of $20 per person (plus any tolls)

    2. Jackson Heights, Queens to Long Island City, Queens
        • MAXIMUM FARE of $10 per person

    3. Washington Heights to JFK Airport
        • $30 per person
