The New York City Taxi and Limousine Commission (TLC) hereby announces the following industry information specific to the increase in the metered rate of fare for all medallion taxicabs.

I. NEW TAXICAB RATE OF FARE

As of 12:01 a.m. on May 3, 2004, medallion taxicabs are authorized to charge the following rate of fare for all metered trips in New York City:

  • $2.50 initial charge (first 1/5 mile);
  • 40¢ per each additional 1/5 mile;
  • 40¢ per 120 seconds of stopped or slow traffic;
  • $1.00 peak time surcharge from 4pm to 8pm on weekdays, excluding holidays;
  • 50¢ night surcharge from 8pm to 6am daily.

As of 12:01 a.m. on May 3, 2004, the flat fare for all trips from JFK International Airport to any destination in Manhattan is as follows:

  • $45.00, plus any tolls and/or tip;
  • the 50¢ night surcharge shall not be added to this flat rate;
  • the $1.00 peak time surcharge shall not be added to this flat rate;
  • the taximeter and receipt shall reflect that this trip is a flat fare.

As of 12:01 a.m. on May 3, 2004, the fare for a trip to Newark Airport shall be:

  • the amount shown on the taximeter plus a surcharge of $15.00; and
  • all necessary tolls to and from the destination.

II. VEHICLE OWNERS MUST RE-CALIBRATE TAXIMETERS AND UPDATE DOOR DECALS PRIOR TO CHARGING NEW RATE

Please note that the new rate of fare as described above may not be charged unless your taximeter(s) has/have been re-calibrated by a TLC-licensed taximeter shop and authorized rate-of-fare decals have been affixed to your taxicab(s) doors.

All taximeters must be re-calibrated by a TLC-licensed taximeter establishment. To assist the industry, the following is a list of all TLC-licensed public taximeter shops:

When re-calibrated, taximeters shall be programmed to reflect two (2) rates. Rate 1 is to be the metered rate of fare and Rate 2 is to indicate the flat fare from JFK International Airport to Manhattan; the taximeter default setting shall be Rate 1.

III. NEW DOOR FARE DECALS, PLAQUES AND STICKERS

Taxicab owners will be responsible for procuring new door decals. The size of the decals shall be the same as that of the existing stickers currently on taxicabs, that is, not less than 130 square inches. The new door decal language shall reflect the rate of fare as follows:

The TLC will also make stickers available for the flat fare, passenger information and rate card overlays, which must be affixed in all taxicabs. Rate card overlays may be obtained only at TLC-licensed taximeter shops. You may obtain the flat fare and passenger information stickers by visiting any TLC-licensed taximeter shop or the TLC’s Woodside facility at 24-55 BQE West, Woodside, New York 11377. The facility’s hours of distribution are Monday - Friday, 6 a.m.-3 p.m.

IV. IMPLEMENTATION DATES

Please note that a taxicab may charge the increased rate of fare as of 12:01 a.m. on Monday, May 3, 2004 provided that:

  • its meter is properly re-calibrated by a TLC-licensed taximeter shop (conversion charts in lieu of a re-calibrated taximeter are not permitted);
  • its door decals have been updated appropriately as described above; and
  • all receipts produced by the re-calibrated taximeter shall reflect 3-1-1 in place of (212) NYC-TAXI.

Please note that by their first scheduled inspection after Friday, June 4, 2004, all taxicabs must:

  • have their re-calibrated taximeters mile-run tested by a TLC-licensed taximeter shop, in accordance with TLC’s Taxicab Owners Rules, §1-25(a)(5);
  • be fitted with Braille and raised-letter plaques reflective of the new language provided above.
