Taxi Improvement Fund Owner Program

Information on financial support for medallion owners with a current accessibility requirement.

What is the Taxi Improvement Fund?

Accessibility is a priority for the TLC, and medallion owners are on the forefront of enhancing wheelchair accessible vehicle service in New York City. The TLC created the Taxi Improvement Fund (TIF) to support medallion owners who are putting accessible vehicles on the road, to ensure that all customers have equitable access to taxi transportation services.

Who is Eligible?

As per Industry Notice #16-06, owners of the following medallions are eligible for Taxi Improvement Fund (TIF) Assistance:

  • Independent or mini-fleet unrestricted medallions with a current requirement to hack-up a WAV. For more information on independent medallions chosen in the accessibility drawings see this page.
  • Medallions not required to hack-up WAVs that accept a WAV requirement from another medallion owner.
  • WAV restricted medallions are eligible for TIF assistance for every other approved WAV placed into service starting January 1, 2016. Vehicles hacked up before this date are not eligible.

An agent may enroll on behalf of the medallion owner for any medallion(s) that he or she manages.

Vehicle and Licensee Requirements

To be eligible for this financial assistance, owners are required to:

  1. Purchase and operate a WAV Taxi, like the Nissan NV200 vehicle. For a list of eligible WAVs, see this page.
  2. Pass the TLC vehicle inspection.
  3. Comply with all TLC licensee responsibilities including making all Taxi Improvement Fund Surcharge payments. To check the status of your TIF Surcharge Payments, visit the TLC’s online system (LARS) here.
  4. Have fully operable Accessible Dispatch equipment installed in the vehicle.
  5. With the exception of the first operational payment, complete at least 250 passenger trips since the previous inspection.

How Do Payments Work?

Enrolled owners are eligible to receive a one-time payment of $14,000 to offset purchase costs, and up to an additional $4,000 a year for four years as financial assistance for owning and using a WAV vehicle (up to $30,000 total over four years).
