The TLC has begun issuing another 6,000 permits, some of which are reserved for use with wheelchair accessible vehicles. These permits will be issued on a first come, first basis. To request an appointment to submit an application with the TLC, please go here.
If you are interested in receiving grant funding, please read and complete a Grant Application (all forms are available through the links below).
As part of your Grant Application package submission, you should submit the Grant Application, the Grant Program Agreement form, the substitute W-9 form, and (if applicable) the Payment Assignment form. If Direct Deposit of approved grant funds is desired, please complete and follow the instructions on the Electronic Funds Transfer form (to submit to the Department of Finance for processing). This form is required to be sent to the NYC Department of Finance only once per SSN/EIN, even if you are applying for multiple grants. However, if you applied for multiple grants and are assigning each grant payment to a different party, one form is required per different entity.The complete Grant Program package (not including the Electronic Funds Transfer form which is submitted to the NYC Department of Finance), can be submitted by mail or in person to: NYC TLC: SHL Grant Unit, 31-00 47th Avenue 3rd floor, Long Island City, NY 11101.
Grant Program package(s) submitted in person by Grantee ONLY must be accompanied by a Grant drop-off form to be completed and attached to your application. A receipt will be given. The drop off form is available at the link below or at TLC’s Licensing Division at 31-00 47th Avenue 3rd floor, Long Island City, NY 11101.
Packages submitted in person will be reviewed and if your application is approved, you will be contacted within three (3) business days to come in to submit any documentation and to receive a pre-approval letter indicating that you have been pre-approved for up to $15,000 based upon the information provided in your submission. The pre-approval letter also outlines the steps that must be followed to meet all requirements before a final award letter is given or for funds to be disbursed. The Award letter which is issued after hack-up, will indicate the Grant award amount your vehicle is qualified to receive. If you submit your package by mail, you will be notified via email of the results of our review within ten (10) business days. Your email address must be on your grant application in order to be notified. Please make sure you have your most up to date email address on your SHL permit record as well.

Please note: Only one grant per permit is allowed and only one grant per Vehicle Identification Number (VIN). Remember, grant funding is limited AND to receive the approved grant (up to $15,000), you must do the following:
(a) purchase a Wheelchair Accessible SHL Permit (if you have not already done so), (b) purchase or equip a vehicle in accordance with TLC standards, (c) license the vehicle with TLC if it is not currently licensed with us, (d) affiliate the vehicle and the permit to a Base with a Street Hail Livery Endorsement (a list of Endorsed Bases can be found on our web site), (e) have the vehicle “hacked-up” at our Woodside facility (after all other licensure and affiliation requirements have been completed).
