Do I have to be affiliated to a Base?
Yes, you will have to affiliate your SHL Permit to a TLC licensed Base that has an SHL Endorsement on their license. The base will make an appointment for you to have the permit affiliated to the endorsed base or, if you know the base to which you want to affiliate at the time you purchase the permit have the base sign the affirmation form and bring it with you to your appointment. What is a Convertible Non-Wheelchair Accessible SHL Permit?
A convertible non-wheelchair accessible SHL Permit is a permit that when first purchased, may have either a non-wheelchair accessible vehicle or a wheelchair accessible vehicle affiliated to the permit.
In the second SHL issuance period, The Taxi Limousine Commission will be randomly selecting a minimum of 1,500 of the 4,800 Convertible SHL Permits issued for permanent conversion to a Wheelchair Accessible SHL (WAV SHL) Permit once the second issuance period is ends. The TLC will notify you if your permit has been selected for conversation and of the requirements you will need for the conversion.
Note: if your permit is selected for conversion, you will not need to covert your vehicle to a WAV SHL before the first renewal of your permit (three (3) years from the date of purchase. What does it cost to purchase the permit?
The license fee for a permit purchased in Year Two (2) will be $3,000; the license fee for a permit purchased in Year Three (3) will be $4,500. This is the same license fee for both Convertible Non-Wheelchair Accessible and Wheelchair Accessible SHL Permits. You will also have to pay the cost of the six (6) required inspections for the vehicle affiliated to the permit at the time you purchase the permit. This is an additional required payment in the amount of $540.00
Do I have to own the vehicle that will be attached to my permit?
No, you do not need to own the vehicle affiliated to the SHL Permit, but the vehicle must be properly licensed by the TLC and properly-equipped before it can operate under your SHL Permit. Note that only a Wheelchair Accessible Vehicle (WAV) can be attached to a WAV SHL Permit. The vehicle must also be affiliated to the same Base as the SHL Permit.
I want to submit an application to affiliate a vehicle to my SHL Vehicle Permit. What do I need to do?
You would have to inform your SHL Endorsed Base with which you are affiliated that you have a vehicle that you want to affiliate to your permit. If the vehicle is not affiliated to the same base, then the base would need to make an appointment with the TLC via our website to request an appointment to have a base transfer processed.
What are the areas that are permitted for street hail service by street hail livery vehicles?
Street Hail Livery vehicles can pick up passengers by street hail anywhere outside of Manhattan (except for the airports) and in Manhattan north of West 110th street and north of East 96th street. Street Hail Livery vehicles may also accept dispatches in Manhattan north of West 110th street and north of East 96th street and anywhere outside Manhattan, including the airports.

To apply for an SHL Permit, you will need to request an appointment via our website at: www.nyc.gov/tlcappointment
to come in to file your application at our Licensing Facility, located at: 32-02 Queens Blvd, Long Island City, NY 11101, 2nd floor. You must come in with your completed application and your Appointment Confirmation.
How long does it take to get a confirmation once the appointment request is submitted?
The TLC will begin notifying eligible purchasers in August of 2014.
How many Street Hail Livery (SHL) Permits can a corporation have
A corporation can buy one (1) Convertible Non-Wheelchair Accessible SHL permit or up to five (5) Wheelchair Accessible SHL permits. If the corporation you are with purchases either one (1) Convertible Non-Wheelchair Accessible SHL permit or five (5) Wheelchair Accessible SHL permits then you cannot purchase any permits as an individual owner unless you remove yourself from the corporation.
If you are randomly selected to have your vehicle converted to an SHL Wheelchair Accessible Vehicle (WAV) Permit, you will be eligible, on the conversion date, to: (1) purchase up to four (4) additional WAV SHL Permits if you choose to do so and they are available (2) apply for any grant funds available at that time for the vehicle that will be affiliated / attached to either the converted WAV SHL Permit – after the permit has been permanently converted.
How long do I have to wait for my Street Hail Livery (SHL) Permit?
You will receive a receipt of payment and a Permit when you purchase the SHL Permit. You then have thirty (30) days to affiliate your permit to a base with an SHL Base Endorsement, ninety (90) days or one hundred and eighty (180) days to affiliate a vehicle. You must then go to Woodside to have your vehicle hacked up at which point you will receive your rate card. You have 90 days to affiliate a Convertible Non-WAV SHL Permit to a vehicle and 180 days to affiliate a WAV SHL Permit to an accessible vehicle. The 90 and 180 time periods include the 30 days you have to affiliate the permit to a Base with an SHL Endorsement.
- if you are not ready to put your vehicle on the road, you can apply for one extension provided that you submit an application for consideration PRIOR to your in service requirement date (90 or 180 days from permit issuance). There will only be one (1) extension granted per permit to place a vehicle in service. If the extension is granted, based upon the application and documents submitted, it will be for a MAXIMUM of thirty (30) days only. No additional extensions will be granted.
- If your Convertible Non-Wheelchair Accessible SHL Permit is randomly selected to have your vehicle converted to Wheelchair Accessible Vehicle, you will, at the time your permit is selected, be given the time frames by which you must put a wheelchair accessible vehicle on the permit.

Do I need to provide proof of Workers’ Compensation
Yes. After you have submitted your application and before you are ready to Hack-Up your vehicle, you will be required to show proof of a valid Workers’ Compensation Insurance Policy or an Exemption Letter issued by the New York State Workers’ Compensation Board (WCB) with the permit number listed in order to complete the Hack-Up process. The policy presented can contain no exclusions as to service type and must cover both street hails and dispatch service.
You will not be issued a Hack-Up Certification Letter if you do not show proof of coverage.
