Plead guilty to and pay a summons or pay the balance of a summons online

The TLC’s On-line transaction system has been expanded to now enable licensees and unlicensed entities that have received a TLC-issued summons to plead guilty to and pay the fine amount due for the summonses on-line, provided that no court appearance is required.  You can also pay the balance due on a summons to which you have previously pled guilty.

Summonses that were previously payable by mail may now be paid on line by going to the TLC web site and accessing our on-line transaction system.

The online system will allow you to search for a specific summons or for all outstanding summonses that are associated with a specific license.  Once the outstanding summonses appear, you will be able to check off and then plead guilty to those summonses that you wish to pay or pay the balance due on an open summons.

After summons selection is completed you will be taken to a secure payment site where you can pay by Credit Card, pin less Debit Card or e-Check (Note: There is a small service charge for credit card payments).

Once the transaction has been completed a receipt will be sent via email. A valid e-mail address is required.

Note:  Only a summons where no personal appearance is required can be paid via LARS.  On the summons, if the ‘Personal Appearance Required’ box is checked, you will not be able to pay or plead guilty and pay that summons through LARS. Pay a Renewal online

If you have a TLC issued license and have recently received your TLC Renewal Application in the mail, you are now able to pay your renewal fee online. You can pay by Credit Card, pinless Debit Card or e-Check. A valid e-mail address is required.

Please note that a payment made using this service does not mean that your license will be approved for renewal. You must still meet all license renewal requirements by the expiration date of your license for your license to be renewed. If you do not meet all license requirements by the expiration date of your license, your application will be denied. If you need to submit additional supporting documents in order to renew your license, you must mail your renewal form along with those documents to the address listed on the envelope provided   in your renewal package. Failure to provide all required documents will result in the denial of your license application. All license fees are non-refundable so be sure to mail your documents as soon as possible, before your license expires.

After making your renewal payment online AND sending your renewal package with any needed information to the TLC, a review of all other licensing requirements will be completed. If you have met all of the renewal requirements, an approved renewal license will be mailed to the name and address that is on record with us.

If you wish to send your payment by mail you can continue to do so. Simply return your renewal form and your money order made payable to NYC Taxi & Limousine Commission along with any supporting documents to the address printed on the envelope provided to you in your renewal package, by no later than your license expiration date. A review of all other licensing requirements will be done when your payment is received. If you have met all of the renewal requirements, an approved renewal license will be mailed to the name and address that is on record with us.

NOTE:

If you choose to pay with a credit or debit card, you will be charged a fee of 2.49% of the payment amount. This fee is nonrefundable.  You will see this amount before you check out.  The fee will be shown as a separate charge on your credit or debit card statement, and the New York City Department of Finance will be the merchant.  If you pay by E-Check, you will not be charged a fee.
