You can now submit your entire new vehicle application ONLINE!

This is the fastest and most convenient way to submit an application. You no longer need to come in person to submit a new vehicle application when using this online service!

If you cannot submit your vehicle application ONLINE, you will need to schedule an appointment to submit in person- this is for a limited time only.

How to Apply Online

Step 1: Gather all of the below requirements:

  • The name and license number of the Base that you will affiliate your vehicle
  • The Vehicle information (VIN, Insurance)
  • Applicant information (Name, Address that is not a PO Box)
  • A working Email address for TLC to send plate letter, appointment & request information
  • A valid Social Security number or Earned Income Number (EIN)
  • Pay any outstanding monies owed to TLC, Parking Violations or have DMV tickets.  Your application will not be completed if you have outstanding fines
  • A Checking Account, Debit Card or Credit Card.  If you pay by E-Check, you will not be charged a fee. The City of New York also accepts credit and debit cards and you will be charged a fee of 2.49% of the payment amount. This fee is nonrefundable.

Step 2: Base Affirmation Form.
Your Base must submit a Base Affirmation Form for your vehicle.
Once the form is submitted online, you and your base will receive an email confirming the submission. If you have not received the email confirmation you will not be able to submit the application and must contact your Base. 

Step 3: Submit your Application, Payment and Documents Online
When you submit your application online you will need to have the required documents listed in Step 1, to upload them at the time you make your payment.

Step 4: Submit additional Documents via email (if necessary)
You may submit your documents by uploading them at the time you make your payment. If you cannot upload all documents at that time, you may submit additional documents by emailing them to newvehmr@tlc.nyc.gov within 45 days of making your payment.

Step 5: DMV Plate Letter will be Emailed.
Once TLC reviews and processes your application a DMV plate letter will be sent to the e-mail address you filed with your online application.

Step 6: Get your DMV “TC” Plates.
Take your plate letter/email to a NYS DMV office to receive your “TC” For-Hire plates and registration.

Step 7: Submit Plate Notification
Once you receive your DMV plates, click here to submit your Plate Notification to TLC. After you have notified TLC of your new plate information, TLC will email you a vehicle inspection appointment.

Step 8: Get your Vehicle Inspected by TLC.
The final step is for your vehicle to pass inspection. Once you pass inspection your vehicle license will be activated.

NOTE: Online applications are valid for forty-five (45) days. If you do not complete all requirements within forty-five (45) days from the date you submit your application to the TLC, your application will be denied.

New application Fee

Five Hundred and Fifty Dollars ($550) for a two (2) year license.

Inspection Fee

Seventy-Five Dollars ($75) if vehicle has 500 miles or more.
Note: SHL affiliated vehicles are not required to pay an inspection fee.

Commercial Motor Vehicle Tax (CMVT)

Eight Hundred Dollars ($800) CMVT Tax for vehicles registered outside of New York City

Zero Outstanding Judgments

No money owed for TLC, parking, or DMV tickets.

The City of New York offers multiple payment options. (1) by E-Check. You will not be charged a convenience fee or (2) Credit and debit cards. You will be charged a convenience fee of 2.49% of the payment amount. This fee is nonrefundable. You will see this amount before you check out. The fee will be shown as a separate charge on your credit or debit card statement, and the New York City Department of Finance will be the merchant.

Insurance Certificate

Current For-Hire Insurance Certificate (FH-1) in the applicant’s name.
Excess Insurance Policy – if applicable

Current Insurance Declaration Page directly from your insurance company showing levels of insurance coverage. Insurance policy must be current.

Proof of Vehicle Ownership

One of the following in the applicant’s name:
Current DMV registration, Bill of Sale, or Leasing Agreement, Certificate of Origin or Certificate of Title (Front and Back).
Note: Vehicles licensed outside of NYC must provide DMV registration showing seating capacity.

Applicant Identification:

Government Issued photo I.D. of applicant. State issued driver’s license preferred.

Social Security (SSN)/Earned Income Number (EIN)

Individuals- Social Security Number (SSN) or Earned Income Number (EIN)
Companies- :

  • IRS issued CP‐575 Notice OR a 147‐C letter (provided as a replacement or EIN verification letter to business
  • Valid social security number AND a government issued photo I.D. for each elected officer.

To verify Business Entities

Filing Receipt & Corporate Resolution (minutes) electing officers, Business or Partnership Certificate, (whichever is appropriate); and Lease Agreement, (if applicable).

 

Partnerships-

  • Certificate of Partnership

Corporations

  • Certificate of Incorporation
  • Corporate Minutes listing the names and shares of officers or members
  • An IRS issued CP-575 Notice OR a 147 – C letter

Limited Liability Companies (LLCs)-

  • Articles of Organization
  • Operation Agreement
  • List of Members

We cannot accept an election of officers’ form for an LLC.

Note: Each of the above are also required to submit photo identification and social security numbers of each of its stock holders or members or managing members, whichever is applicable. They also need to submit the IRS issued CP-575 Notice or 147-C letter for the business.

Stretch Limousines

All of the above requirements AND:

NYS DOT carrier authority or exemption letter.
Can only be operated by drivers that have an ACTIVE 19A Status.
Must be stretched by a manufacturer-certified stretch limo builder. A copy of the Coach Builder’s letter must be submitted.
A current N.Y.S. Department of Transportation Inspection form (MC300) showing that the vehicle has been inspected. The front and back page (defect report) of the document is required. Form cannot be more than one year old.

Plate Notification for New Vehicle license applicant

Vehicle applicants must notify the TLC that they have obtained their TLC plates. You must use the Plate Notification Form, available here.
Once TLC receives your TLC plate number, you and the Base will receive via email an inspection appointment.

Your base may also submit the Plate Notification on your behalf.

Renew your License

You must pay the renewal fee online. Go here to make payment

Here, you will find information on how to submit a Transfer Application and affiliate a vehicle to an SHL permit.

Street Hail Livery - SHL (IF APPLICABLE):
SHLVEHICLE OWNER: If the vehicle owner does not want to appear at the TLC in person, they may choose someone to come to the TLC for them by filling out the Street Hail Livery Vehicle Power of Attorney Form.

PERMIT OWNER: If the permit owner does not want to appear at the TLC in person, they may choose someone to come to the TLC for them by filling out the Street Hail Livery Permit Power of Attorney Form.
