Dispatch Service Provider (DSP) License Application Information
With the rise of new technologies that can be used to dispatch for-hire vehicles and connect passengers with drivers, the NYC Taxi and Limousine Commission (TLC) adopted Dispatch Service Provider (DSP) Rules at its June 2015 meeting introducing a new DSP license for companies that match passengers to TLC-licensed drivers, and increasing service standards for all bases so that they too can take advantage of new technologies to provide for-hire service. These Rules ensure that companies providing dispatch services, through whatever technological means, are adhering to important TLC rules governing safety, accountability, availability, and transparency. They also permit companies to operate in New York City without having to obtain a base license or purchase a base, while still ensuring bases, drivers, and passengers are provided important protections via the DSP service requirements.

This webpage contains information for companies that are interested in obtaining a license to provide dispatching services to passengers and drivers via the DSP license. There are two steps to the application process:
Step 1 – Complete Paperwork:
Interested companies should submit all paperwork and licensing fee in person at our Licensing facility in Long Island City. This must include all application requirements. The Licensing Facility will accept applications by appointment at 32-02 Queens Boulevard, Long Island City, NY 11101 from 8:00a.m. to 3:30 pm., Monday through Friday. Please email the Licensing Business Unit at firstname.lastname@example.org to schedule an appointment to file your application. TLC staff will review all applications. Applicants that fulfill all of the licensure requirements will receive a letter from TLC stating that Step 1 paperwork has been deemed complete and will be contacted to proceed to the next step of the application process — TLC Interview and Testing.
Step 2 – TLC Interview and Testing:
Applicants will schedule an interview and demonstration for TLC staff. During the demonstration, an applicant will describe the system and its features to TLC staff and answer questions. TLC staff will then complete internal testing.
Following successful completion of both steps, the Applicant will be approved as a licensed DSP and will appear on the TLC’s list of current licensees on our website.
Interested applicants must complete all application materials. Incomplete applications will not be accepted.
All applicants must complete DSP application, and provide all supporting documents when completing Step 1 in-person.
Data Formatting & Reporting Requirements
All applicants must review these requirements and be prepared to provide sample data to the TLC during Step 2.
