TLC licensees that are current and allowed to provide service are listed below. The data in the files listed below was last updated on Thu, Jul 24, 2014 at 03:43 PM.

A licensee cannot provide service unless BOTH the TLC license and DMV license (for drivers) and the DMV registration (for vehicles) are in good standing. For  New York State (NYS) licensed drivers and NYS registered vehicles, you may confirm that the DMV license/registration is neither suspended nor revoked by reviewing the list on Check your NYS DMV Status; any licensee on these lists cannot provide service.

Please note: The NYS DMV Status link on this page is current as of yesterday.  Therefore, when you click on this link, it will take you to a page with lists that contain data that are current as of yesterday. All other TLC Licensee Lists on this page are current as of 03:43 PM.

Street Hail Livery Licenses:  Information on the Bases that have purchased an SHL Base endorsement or vehicles that are affiliated with an SHL Permit can be found in the standard lists under each license class.  A comprehensive list of all SHL related Bases, Permits and Vehicles can be found in the section entitled Street Hail Livery Services.


For-Hire-Vehicle (FHV) Drivers


FHV Drivers are those individuals licensed by the TLC to operate black car, community car service, and luxury limousine vehicles.

Black Car Services


Black Car bases provide pre-arranged transportation to clients, usually based on contracts. Services are paid for largely through the use of vouchers.

Commuter Van Services

Paratransit Services


Paratransit Bases provide pre-arranged transportation for passengers with disabilities. Most of the service takes individuals to and from health care facilities.

Street Hail Livery (SHL)


Vehicles affiliated with these permits will be able to pick up street hail passengers anywhere in Brooklyn, the Bronx, Staten Island, Northern Manhattan (north of W. 110th St. and north of E. 96th St.), and Queens (excluding airports). They can also pick up passengers by prearranged dispatch anywhere except Manhattan south of W. 110th St. and E.96th St.

Only 6,000 SHL licenses will be issued each year until 18,000 are issued.  20% of the licenses are reserved for use with wheelchair accessible vehicles.  Grants for the purchase or conversion of a wheelchair accessible vehicle are available to those who meet eligibility requirements.

IMPORTANT: ALL Street Hail Livery Permits MUST be attached to a vehicle and affiliated with a licensed Base that holds a Street Hail Livery Base Endorsement in order to operate”.

Yellow Medallion Taxicabs


Yellow Medallion Taxicabs are the official taxis of New York City. There are currently about 13,000 licensed taxicabs and they provide transportation for passengers via street hails. Medallion Taxicab Drivers face a unique set of requirements in order to be licensed to drive a yellow taxicab.

E-Hail Pilot Participant

The New York City Taxi and Limousine Commission (TLC) has approved a pilot program that would allow passengers to "e-hail" a New York City taxicab via downloadable smartphone applications ("apps").
