TLC LONG ISLAND CITY LICENSING/ADJUDICATION FACILITY RETURN SCHEDULE:

Licensing:

The New York City Taxi and Limousine Commission (TLC) is pleased to announce the planned resumption of all normal licensing and adjudication services at the Long Island City (LIC) facility (located at 32-02 Queens Boulevard, Long Island City, NY 11101) on Wednesday, February 8, 2012.  The facility had been closed due to a major flood.

Licensing activity currently taking place at the Woodside facility (24-55 Brooklyn Queens Expressway West, Woodside, NY 11377) will stop promptly at 11 a.m. on Friday, February 3, and as mentioned above will resume at the LIC facility on Wednesday February 8 at 8 a.m.  No new driver applications will be taken on Friday.  Only renewals and credential related issues will be handled between 8 and 11.  As before, the Licensing Division is open 8 a.m. to 4 p.m. Monday through Friday excluding holidays for all driver and vehicle transactions.  Base transactions are conducted between the hours of 8 a.m. and 3:30 p.m.  Staten Island will continue to take applications on a walk through basis through Friday February 10, 2012.

Cashiers will remain available at the Woodside facility between February 3 and 7 for vehicle redemption as well as summons payment. 

Office of Judgment Enforcement (OJE):

Office of Judgment Enforcement (OJE) functions, including vehicle redemption, will continue to be processed at the Woodside facility on Friday, February 3 through Tuesday, February 7, and will resume at the LIC facility on February 8.

Adjudication:

Effective, Wednesday, February 8, 2012, the NYC Office of Administrative Trials and Hearings Taxi & Limousine Tribunal will resume holding hearings at 32-02 Queens Boulevard, Long Island City, New York.  Parties scheduled for hearings at this location, on or after February 8, 2012, must appear on the date and time indicated on the summons or scheduling notice.  For more information, please visit the Taxi & Limousine Tribunal Web site at www.nyc.gov/oath.  Hearings specifically scheduled to be heard at 33 Beaver Street and JFK Airport will remain unaffected.

CELEBRATE HISTORIC AGREEMENT
ON FIVE-BOROUGH TAXI PLAN

Mayor Michael R. Bloomberg and Taxi and Limousine Commissioner David Yassky joined with livery drivers and legislative leaders to celebrate the historic agreement to bring legal taxi service to the 7 million New Yorkers who live outside Manhattan’s Central Business District. First announced in January in Mayor Bloomberg’s State of the City speech, the bill will create a new class of livery licenses, which will be able to pick up passengers on the street in Northern Manhattan and outside Manhattan. The Taxi and Limousine Commission will issue up to 18,000 of these new licenses, 20 percent of which will be wheelchair accessible. The agreement will also generate a billion dollars in revenue for the City through the sale of 2,000 new yellow medallions, all of which will be wheelchair accessible. Mayor Bloomberg made the announcement at Seaman Radio Dispatcher car service in Washington Heights.

Taxicab Driver’s Bill of Rights

Rules passed by the Commission at the November 17, 2011 Commission meeting require posting of a Driver’s Bill of Rights as prescribed by the Taxi and Limousine Commission (TLC).  As written in Sections 58-17(b)(3), 63-10(e), and 64-14(a)(5), all fleets, agents and taximeter shops must now post the Driver’s Bill of Rights.  This Industry Notice provides information regarding the form and format of its posting.

The NYC Taxi and Limousine Commission (TLC) today announced the release of a new video public service announcement encouraging passengers to buckle their seatbelts for safety that can be viewed on each taxicab’s Passenger Information Monitor (PIM).

Nissan LEAF
Electric Taxi Pilot Program

Nissan North America, Inc. and New York City will be piloting six Nissan LEAF all-electric vehicles beginning in Spring 2012. These cars will be put into normal taxi service (with an existing taxicab medallion) and will enable Nissan, the City, the taxi industry and the public to learn more about how electric vehicles work as taxis. As part of this pilot, Nissan and partners in New York City will install some of the city's first "quick chargers," which will enable taxi drivers to quickly re-charge their electric taxis mid-shift.

Applications for participation were due November 30. Nissan carefully evaluated all applications and has contacted all applicants who meet program eligibility criteria. Thank you to all applicants for your interest in the program. The 6 LEAF taxi operators will be selected from among eligible applicants according to these  contest rules .

TLC AND GREATER JAMAICA DEVELOPMENT
CORPORATION CELEBRATE
“RIDE SAFE” LIVERY STAND’S SUCCESS

The New York City Taxi and Limousine Commission (TLC) joined leaders from the Greater Jamaica Development Corporation (GJDC) and other officials in celebrating the success of the RIDE SAFE Livery Stand pilot program, located near the Jamaica Long Island Rail Road station at Sutphin Boulevard and Archer Avenue. The stand has been operating at full capacity since September, and has provided almost 3,000 safe, convenient livery rides to passengers since its inception.

NYC TLC Commissioner David Yassky and Mayor’s Office of Media & Entertainment Commissioner Katherine Oliver announced the launch of the new “NYC Channel,” available in all City taxicabs. Content from the new channel will feature a variety of City-centric content, including an inside look at the latest events happening in the City, helpful hints for finding a job, PSAs about City services, restaurant profiles, recycling tips, glimpses into local parks and neighborhoods and more.

Dispatching FHVs via Smartphone Apps

In response to inquiries regarding the status of smartphone apps that offer or appear to offer for-hire transportation services to the general public, the Commission is clarifying the circumstances in which a smartphone app is required to hold a base license, and also to remind licensees of Commission rules that may be pertinent to FHV bases which contract with smartphone app developers and FHV drivers who use these apps.

Taxicab and For-Hire Vehicle Relief Stands

Attention yellow Taxicab and For-Hire Vehicle Drivers -- the NYC Department of Transportation, in coordination with the Taxi and Limousine Commission, has released a list of locations of yellow Taxicab and For-Hire Vehicle relief stands. The list provides the exact address, including borough, of each stand, at which eligible vehicles may be parked for up to one hour.
