• How will I be notified of the vehicle Inspection appointment needed to renew my vehicle license?

Once your vehicle renewal application is received by the TLC your license must be reviewed.

If your renewal application is not complete, you will receive a letter from the TLC telling you what is missing. You will not be scheduled for an inspection appointment until ALL requirements are received on or before your expiration date.

If your renewal application is complete we will schedule your vehicle inspection appointment and send you an instruction letter confirming that your renewal is approved. A copy of the appointment confirmation appointment form will be included with the letter and will also be sent to the base with which you are affiliated. If you do not receive a copy of the appointment confirmation form you will have to go to your base to pick up a copy of your vehicle inspection appointment. You can find the information on your appointment on our Web site scheduled DMV Appointment, or you can contact the TLC Call Center at 718-391-5501.

Do not lose the vehicle inspection appointment confirmation / authorization form or attempt to show up at the Woodside or Staten Island inspection locations without it. You will not be allowed into the facility for your inspection appointment without the form.

• I missed my vehicle Inspection appointment - what do I need to do?

Woodside Inspection: 
If you missed your 1st Woodside scheduled inspection appointment, your TLC record will be marked that you missed your appointment and you will lose 1 of the 4 tries your vehicle has to pass a vehicle inspection.
To get a new appointment, your base must request one for you. We will send the new appointment confirmation to your base. To reschedule your inspection appointment, your base must request a new appointment at www.nyc.gov/tlcappointment. 
NOTE: You can only request the first appointment to be re-scheduled 1 (one) time. 
 
Inspection at a TLC approved Staten Island off-site inspection facility: If your vehicle is affiliated to a Staten Island base, you will receive a Staten Island Inspection Authorization Form which you will take with you the day of your inspection. You have four (4) tries within sixty (60) days from the date of issuance to pass your inspection. The sixty (60) days begin on the date of issuance listed on your Staten Island Inspection Authorization Form.

• I am not able to go to my scheduled vehicle inspection appointment. How can I re-schedule the appointment?

It is very important that you go to your scheduled appointment. If you cannot go to your 1st scheduled inspection appointment, your base can request another appointment for you. The base must make this request at least 2 business days BEFORE the scheduled date on your inspection appointment confirmation form. If not, your TLC record will be marked that you missed your appointment and you will lose 1 of the 4 tries your vehicle has to pass a vehicle inspection.

You cannot choose the date/time of your appointment; we will send the new appointment confirmation to your base.To reschedule your 1st inspection appointment your base must send a request on our website at: www.nyc.gov/tlcappointment.

NOTE: Staten Island inspections do not require an appointment.

• How do I receive a vehicle inspection appointment to renew my vehicle license?

Neither you nor your base can request an appointment on your own. Once you have paid your renewal fee and your renewal application has been reviewed for completeness by the TLC, a vehicle inspection appointment will be made for you by a TLC staff person. Your vehicle Inspection appointment confirmation form will be e-mailed or faxed to your base. A copy of the appointment confirmation form will be included in an instruction letter you will receive from TLC. If you do not receive a copy of the inspection confirmation appointment form in the envelope you will have to visit your base to pick up a copy of the confirmation to bring with you to your inspection appointment.

Do not lose the vehicle inspection appointment confirmation form or attempt to show up at the Woodside location without it. You will not be allowed into the facility for your inspection appointment without the form.

• Can I renew my vehicle at the same time that I am doing a base transfer?

Transfer Applications will NOT be accepted or processed at the inspection Facilities.
If you want to submit a Transfer Application together with your Vehicle Renewal, you can submit it either by:

  1. Mailing your completed Transfer Application with your Vehicle Renewal to the address listed on the envelope included in your renewal package
    Or
  2. HAVE YOUR BASE request an appointment on our Web Site at www.nyc.gov/tlcappointment to submit your completed Transfer Application at our Licensing Facility, located at: 32-02 Queens Blvd, Long Island City, NY, 11101, 2nd floor.

Tell us when you arrive that you also want to process your renewal.

• How can my base change their contact information to make sure they receive confirmation letters from the TLC?

Your base can change their phone number or email address with the TLC by using the Paperless Program Form.

To make changes to their name, location or ownership they must use the Application to change status of a Base/Authority.

• I have passed my vehicle inspection. Does that complete my renewal? What do I need to do next?

Once your vehicle passes inspection, TLC Officers will need to place the appropriate decals on your vehicle and you will then receive your renewal vehicle license. Your renewal is then complete.

• My inspection date is not until after the expiration date of my license. Can I operate until my inspection date?

No. If your inspection date is not until after the expiration date of your license you can not legally operate until your vehicle is inspected. If you are found operating before your vehicle has been inspected you will receive a summons for unlicensed operation. You will only be able to operate until your TLC vehicle expiration date.

• My vehicle failed its inspection. What should I do? Do I need a new appointment? 

If your vehicle failed its initial inspection you will receive a vehicle inspection report that tells you why it failed. The vehicle must pass its inspection before the inspection compliance date. The inspection compliance date is 60 days from first scheduled inspection date (even if you failed to show up for the inspection appointment). Remember, you only have four (4) opportunities for your vehicle to pass the DMV inspection.

Woodside Inspection only: No. You do not need a new appointment. The vehicle inspection report lists the hours when you can return to the TLC Woodside facility for the vehicle to be re-inspected once you have made the necessary repairs.

Staten Island Inspection only: You will need to return to the temporary TLC office located in the Office of the Borough President to pay for your re-inspection.  Once you have completed the necessary repairs, you may return to the inspection center assigned to your vehicle listed on the Staten Island Inspection Authorization Form.

Note: If you decide to substitute a new vehicle for your current vehicle you must have your base submit a request for a vehicle transfer appointment. The fee is $25.00. By placing a new vehicle on your TLC license, the number of chances you have for your vehicle to pass its inspection or the date that your vehicle must pass its inspection does not change. You still only have the original thirty (60) days and four (4) tries to have any vehicle listed on the license to pass its inspection.

• I sent in my renewal payment to the TLC but I have not heard back from anyone. Who should I contact?

First - is the address on the license application your current mailing address? The TLC will only mail the confirmation form to the current address on record. If it is not then you need to come down to the TLC and complete a change of address form. These forms are also available on our web site: www.nyc.gov/tlc. Your registration and insurance documents must also have your current address listed.

Second - You should contact your base to see if they have received an appointment confirmation form. If they tell you they have not, you should check our Web site for the inspection scheduled DMV Appointment to see if an inspection has been scheduled for your vehicle. If you do not see anything on our Web Site, you should contact the TLC Call Center at 718-391-5501. They will confirm the receipt of your payment and provide you with information on your renewal.

• How can I terminate a vehicle affiliation from my Paratransit Base or Commuter Van Authority?

To remove a Paratransit or Commuter Van vehicle from your base records (un-affiliate), you must fill out the form provided to base/authority owners electronically. To obtain this form, click on Electronic Vehicle Termination of Affiliation Form.

• How can I terminate a vehicle affiliation from my FHV Base?

As of July 2nd, 2009, you must notify the vehicle owner of the termination.

There are two ways to do this:

  1. You can submit a *NEW* Termination of Affiliation Form that both you and the vehicle owner have signed.  To obtain this form, please click on Termination of Affiliation Form.
  2. If you cannot get the vehicle owner to sign, you must give the vehicle owner notice in writing. A letter must be sent to the vehicle owner, using certified mail, to the address that matches the address of the vehicle owner we have on file. You will need to show proof you sent the letter when you request the termination of affiliation. Please see Sample Letter of Termination of Vehicle Affiliation for your convenience. You must submit the ‘Termination of Affiliation Form’ (and letter if applicable) to the TLC by fax to 718.391.5695 or by scanning and emailing the documents to terminate@tlc.nyc.gov.

• What do I need to do to renew my TLC vehicle license?

A renewal package is mailed to each vehicle owner 90 days prior to the expiration date of their license.  You must:

NOTE 1:  The Temporary Staten Island Office is not accepting renewal applications at this time. For further information, please contact our Call Center at: 718-391-5501 

NOTE 2:
 You should submit your vehicle renewal application on time with all required documents or your license renewal will be delayed.  Operating your vehicle after your vehicle license has expired and until it is inspected (if the inspection date is after the expiration date) is a violation of our rules and will subject the vehicle owner, the operator and the Base owner to fines and penalties which could include monetary fines, vehicle seizure and\or suspension or revocation of the license. 

NOTE 3:
 Operating your vehicle after your license has expired is illegal if you are not renewing your license.  You must turn your plates in to the DMV and submit (by mail) a copy of the surrender document (FH1 or similar) to the TLC’s Licensing and Standards Division Long Island City facility.  Click here for our address.

• Can I pay my renewal online?

Yes, TLC licensees can now pay their renewal fee online. A payment made using this service does not mean that your license will be approved for renewal. You must still meet all license renewal requirements by the expiration date of your license for your license to be renewed. If you do not meet all license requirements by the expiration date of your license your application will be denied. If you have additional supporting documents that are needed to renew your license you must mail your renewal form along with any additional supporting documents to the address listed on the envelope sent to you in your renewal package. • Can I plead guilty to and pay the fine amount on a summons or pay a summons amount due online?

Yes, Summonses that were previously payable by mail may now also be paid on line by going to the TLC web site and accessing our on-line transaction system.  Anyone who has been issued a summons that is payable by mail (no personal appearance is required) may use this system to plead guilty to or pay a summons balance online.

The online system will allow you to search for a specific summons or for all outstanding summonses that are associated with a specific license.

Once the outstanding summonses appear you will be able to check off and then plead guilty to those summonses that you wish to pay.

After summons selection is completed you will be taken to a secure payment site where you can pay by either Credit Card or e-Check (Note: There is a small service charge for credit card payments).

Once the transaction has been completed a receipt will be sent via email, as a record of what summonses were paid for. To plead guilty to or pay the balance due on a summons online, please click here.

• My TLC license was mailed but I have not received it. What do I do?

If you have not received your TLC license in the mail, you must obtain a replacement.

You will need to wait 10 days from the date your license was mailed out.
After 10 days, please visit our LIC facility located at 32-02 Queens Blvd 2nd floor LIC, NY 11101 to submit an Affirmation Form completed and signed and ALL required documents listed on the Instruction sheet.

DRIVERS ONLY - If you have an out of state license, you will also need to bring in a certified abstract (state driver record) that is stamped or sealed and cannot be older than 30 days.

If during the 10 day period the license you are currently using expires or is due to expire, you can visit our LIC facility to receive an extension sticker. The extension sticker will allow you to continue working until your newly approved license is received in the mail or until you submit the Affirmation Form after the 10 day period.

Please note: Please note: An extension sticker is only given if your license has already been approved, updated and mailed out.
