• How can I terminate a vehicle affiliation from my Paratransit Base or Commuter Van Authority?

To remove a Paratransit or Commuter Van vehicle from your base records (un-affiliate), you must fill out the form provided to base/authority owners electronically.  To obtain this form, click on Electronic Vehicle Termination of Affiliation Form

• How can I terminate a vehicle or a Street Hail Livery (SHL) affiliation from my FHV Base?

You must notify the vehicle owner or SHL Permit holder of the termination.

There are two ways to do this:

1. You can submit a *NEW* Termination of Affiliation Form, that is signed by the base and vehicle owner or SHL permit holder.  To obtain this form, please click on Termination of Affiliation Form.

2. If you cannot get the vehicle owner or SHL permit holder to sign, you must give them notice in writing. A letter must be sent to the vehicle owner or SHL permit holder, using certified mail, to the address that matches the address that the TLC has on file. You will need to show proof you sent the letter when you request the termination of affiliation. Please see Sample Letter of Termination of Vehicle Affiliation for your convenience.


You must submit the ‘Termination of Affiliation Form’ (and letter if applicable) to the TLC by fax to 718.391.5786 or by scanning and emailing the documents to terminate@tlc.nyc.gov.

• How do I license my vehicle with the TLC?

To license your vehicle with the TLC, your Base/Authority must schedule an appointment on our website at www.nyc.gov/tlcappointment for you to come in person with a completed vehicle application along with all of the required documents and fees.

Note: Appointments are for Owners/Base Officers ONLY.  All others must use the drop-off service.  If you are not an officer or owner, you must be granted Power-of-Attorney to drop off.
 
Vehicle drop-off applications and service are only available at the Long Island City TLC office.

• Can I file a new application online?

Yes. If you would like to apply for a New TLC Driver or Vehicle License, you can now submit your application online. To obtain information on additional steps and requirements, please click here.

• What do I need to complete before submitting my vehicle application to the TLC?

Before submitting your vehicle application with the TLC you must have completed the following requirements:
  • Contact a Base/Authority to affiliate your vehicle.
  • Complete the application.
  • Don’t forget!  Your new base/authority must sign and seal or notarize your application. 
  • Get your certificate of liability/declaration page and FH-1 directly from your insurance carrier.
  • Get your title/bill of sale.
  • Bring copies of all your documents.  These copies will not be returned to you.

• What do I need to complete after submitting my vehicle application to the TLC? 

After completing the application process, you must do the following: 
  • Go to the Department of Motor Vehicles and register your vehicle using the Plate Letter provided to you by the TLC within ten (10) days. 
  • Get your new plates from the Department of Motor Vehicles.
  • Contact your Base/Authority to schedule you for a DMV inspection at our Staten Island inspection centers or our Woodside Facility.
  • Wait for your vehicle license in the mail.

• How long will it take to get a TLC vehicle license after submitting my vehicle application with the TLC?

Your TLC Vehicle license will be mailed to you once your application process is complete. This will depend on whether you have submitted all the required documentation and the length of time it takes to get your new plates. For more information, please click here.

• My TLC license was mailed but I have not received it. What do I do?

If you have not received your TLC license in the mail, you must obtain a replacement.

You will need to wait 10 days from the date your license was mailed out.
After 10 days, please visit our LIC facility located at 32-02 Queens Blvd 2nd floor LIC, NY 11101 to submit an Affirmation Form completed and signed and ALL required documents listed on the Instruction sheet.

DRIVERS ONLY - If you have an out of state license, you will also need to bring in a certified abstract (state driver record) that is stamped or sealed and cannot be older than 30 days.

If during the 10 day period the license you are currently using expires or is due to expire, you can visit our LIC facility to receive an extension sticker. The extension sticker will allow you to continue working until your newly approved license is received in the mail or until you submit the Affirmation Form after the 10 day period.

Please note: Please note: An extension sticker is only given if your license has already been approved, updated and mailed out.

To notify the TLC that you have moved you must submit a completed Change of Address Form in one (1) of two (2) ways:

• How do I license my vehicle with the TLC at the Staten Island facility?

All transactions at the Staten Island facility require an appointment. You must complete the requirements listed on the Vehicle Transaction Checklist to license your vehicle with the TLC at the Staten Island Facility. Your base must submit the request for an appointment. Please contact your base to request an appointment online.

• What do I need to do to have my vehicle inspected at Staten Island?

To have your vehicle inspected at one our TLC approved Staten Island Inspection facilities, your base must submit an appointment request on our website for an inspection after your vehicle application has been processed.
NOTE: Only vehicles affiliated to a Staten Island Base can request to have their vehicles inspected at Staten Island.

• If my application is not approved, do I get a refund? 

NO. All fees are Non-Refundable. You do not get the money returned to you, regardless of whether your application is approved or not.

You may register a vehicle from New York, New Jersey, Connecticut and Pennsylvania.  Out of state vehicles must already have taxi/livery plates and meet the insurance requirements set by NYC TLC.  For additional information, click on Vehicle Insurance Requirements.

The TLC does not have regulatory authority over insurance claims. These are handled by the New York State Insurance Department.
