What is the difference between applying online and requesting an appointment to submit an application in person?
Applying Online using LARS:
When you submit your online application, we will send you an e-mail with a date and time of your appointment to submit your Part B and have your fingerprints and photo taken. You will need to pay the fingerprint fee when you arrive as your application fee was already paid with the submission of your application. You will need to bring your Part B form, supporting documents and your appointment confirmation e-mail and a money order, or credit card to pay the fingerprint fee.

When you request an appointment to file a TLC Driver License application in person, we will send you an e-mail with the date and time of your appointment. You will need to bring the appointment e-mail with you and you will need to bring all your required fees and documents at that time.

What do I need to do to get a TLC Driver’s License (Medallion Taxicab (Yellow & Green), For-Hire Vehicle, Paratransit, Commuter Van)?

NOTE: If you are applying for a Medallion Taxicab (Yellow & Green Taxicab) or a For-Hire Vehicle (FHV) license you are required to complete a Medical Form
in addition to all other requirements listed on the New Driver Checklist.
What are the New Fitness Rules? How will these rules effect my application?
The TLC made some changes to its license application process to make it easier and more efficient for applicants and the TLC. The new Rules include a one (1) year and three (3) year application ban depending on an applicant's TLC and DMV history Please refer to the New Fitness Rules

Can I submit a driver application at the Staten Island office?

Will I need to attend Taxi School if I am applying for a Medallion Taxicab (Yellow & Green) Driver’s License?
Yes. All Medallion Taxicab driver applicants must attend either taxi school after filing an application with the TLC. After completing the taxi school course you must then pass the English proficiency test and the written test with a score of 70 or above.

What do I need to complete after filing my application to become a medallion Taxicab (Yellow & Green Taxicab) Driver?
If my application is not approved, do I get a refund?
NO. All Fees are Non-Refundable. You do not get the money returned to you, regardless of whether your application is approved or not.
Do I need to live in New York State to apply for a TLC Driver’s License?
You can have any out of state driver’s license, however, you must submit a Certified Abstract (Driver History) from that state’s Department of Motor Vehicles, stating that you have an equivalent license to a Class E Chauffeur license. Your abstract must be stamped or sealed and cannot be older than thirty (30) days from the date you submit your application to the TLC.
Can I hold more than one TLC license at the same time?
A driver may hold all four (4) class types at one time. But if a driver holds a for-hire vehicle license, he or she can only drive for-hire vehicle, not “yellow or green” taxicab.
A driver who wishes to drive both Paratransit or Commuter Vans and Medallion (yellow or green) taxicab or for-hire vehicle, must have two TLC driver licenses -- the Medallion Taxicab License, or the For-Hire Driver’s License, and the Paratransit or Commuter Van license. The Paratransit and Commuter Van licensed drivers need to be 19A Certified by the NYS Department of Motor Vehicles.

How long will it take to receive my New TLC Driver’s License in the mail?
Once an applicant has submitted/completed all TLC requirements, the application will be thoroughly reviewed. The applicant will either receive his/her license in the mail or a letter requesting additional information (which is necessary to continue the application process).
Applicants are encouraged fulfill all requirements as soon as the application has been submitted to the TLC for faster processing if he/she is applying for a Medallion (yellow or green) taxicab license.
Each application and its processing time will depend on the individual's fingerprint response report, any prior TLC license revocations (which may require a TLC fitness hearing), and/or outstanding requirements or clearances from the Department of Motor Vehicles, Parking Violations Bureau, and TLC.
Applications are valid for ninety (90) calendar days from the date it is submitted to TLC. If an applicant does not complete all the licensing requirements within the ninety (90) calendar days period, the application will be denied. All application fees are non-refundable.
My TLC license was mailed but I have not received it. What do I do?
If you have not received your TLC license in the mail, you must obtain a replacement.
You will need to wait 10 days from the date your license was mailed out.
After 10 days, you will need to visit our LIC facility located at: 31-00 47th Avenue, 3rd floor, Long Island City NY 11101 to submit a completed and signed Affirmation Form and all required documents listed on the Instruction sheet.
If during the 10 day period the license you are currently using expires or is due to expire, you can visit our LIC facility to receive an extension sticker to allow you to continue to work until your newly approved license is received in the mail or until you submit the Affirmation Form after the 10 day period. An extension sticker is only given if your license has already been approved, updated and mailed out.
What do I need to know about the interim (anniversary) Drug Test and Renewing Drug Test?
Interim (anniversary) - you must take the required drug test within ninety (90) days before the anniversary of the date your license was issued.
Renewing Licensing - you must take the required drug test within ninety (90) days before the expiration date on your license.
