• What do I need to know about the New Fitness Rules? How will this affect the application process?

The TLC recently made some changes to its license application process to make it easier and more efficient for applicants and the TLC. The new Rules include a one (1), two (2) and three (3) year application ban depending on an applicant’s TLC and DMV history. Please note: If TLC staff either could not or failed to determine that an application should be rejected when submitted, and the application is accepted, the license application fees will not be refunded. An applicant should not submit an application if the applicant’s TLC or DMV history matches the descriptions on the handout. • What do I need to do to get a TLC Driver’s License (Medallion Taxicab (Yellow & Green), For-Hire Vehicle, Paratransit, Commuter Van)?

• How many TLC Driver license types are there?

There are four (4) TLC driver licenses: 1) “Yellow” taxicab, 2) For Hire Vehicle, 3) Commuter Van and 4) Paratransit. To obtain information on the requirements for each license type, please click on the New Driver Checklist.

• What do I need to do to get a Paratransit or Commuter Van License?

Paratransit and Commuter Van drivers are required to be 19-Active certified.

• What is a 19A certification?

This is a certification given by the NYS DMV.  It is granted when a driver fills out the 19A form with their doctor’s approval and signature and takes and passes a drug test.

In addition, you will only get this certificate if you have a sponsorship by the authorized employer.  You cannot obtain the certification on your own. Please click on DMV’s 19A certification webpage for additional information.

• Will I need to attend Taxi School if I am applying for a Medallion Taxicab (Yellow & Green Taxicab) Driver’s License?

Yes.  All Medallion Taxicab driver applicants MUST attend either an 80 hour course or a 24 hour course after filing your application with the TLC. After completing the taxi school course you must then pass the English proficiency test and the written test with a score of 70 or above. 

NOTE: You must take the required taxi school course before you can take the test and that you must take the test at the same school where the course was completed.

• What do I need to complete before handing in my application and taking my fingerprints for a Medallion (Yellow & Green) Taxicab Driver's License? 

Before submitting your application with the TLC you must have completed the following requirements:
  • Six (6) hour Defensive Driving Course- You must bring an original certificate of completion or a temporary completion receipt of a NYS DMV certified defensive driving class completed no older than six (6) months on the date of filing your application.  Completion Certificates must indicate type of course, date course was taken, hours of instruction, name (license #) of instructor, and must include an official ink stamp or seal from instruction site.  You may find all NYS DMV certified DDC classes on the DMV website at http://www.nydmv.state.ny.us/pirp.htm. 

    Please note: Online courses are accepted with original certificate of completion only. Email receipts will not be accepted.
  • Doctor’s Exam- You must provide a TLC Medical Form that has been completed and stamped by a doctor. The medical form can not be older than six (6) months from the date you submit your application.  
  • Chauffeur’s License- You must bring a valid and original New York State (NYS) DMV Chauffeur’s License or its Equivalent (Class A, B, C or E is ACCEPTED). 

     Note 1: The picture on your DMV license should resemble your current appearance.  If it does not, you will be required to get a new DMV license with a current photograph.

     Note 2: copies of your DMV license and a temporary license (interim) will not be accepted.Please see name requirement on social security card and your DMV driver’s license above.

     NOTE 3: If you have a DMV license from a different state, you MUST submit a Certified Abstract (State Driver Record) stamped or sealed and cannot be older than thirty (30) days from the date you submit your application to the TLC.  
  • You must have no outstanding judgments (unpaid tickets) before and after the application process.

     NOTE 4 Before and during the application process you must have no suspensions on your Department of Motor   Vehicle license or owe money to Parking Violations Bureau. Please click on New Driver Checklist for more detailed Instructions.

• What do I need to complete after filing my application to become a medallion Taxicab (Yellow & Green Taxicab) Driver?

After completing the application process you have ninety (90) calendar days to complete the following:
  • Register and attend the Taxi School of your choice and successfully pass the English proficiency and written with a score of 70 or above.

    IMPORTANT NOTE: All Medallion Taxicab driver applicants must complete the taxi school course before taking the exam.  You must take the exam at the same taxi school where you completed the course.  Please click on Medallion (Yellow & Green Taxicab) Taxi School Post- Filing Requirements for more detailed instructions.
  • You must take a drug test and pass from an approved lab site.  To obtain a list of TLC approved lab sites, please click on New Applicant Drug Test Information.

     NOTE: NEW APPLICANTS ONLY can go on a walk in basis to these locations.  All other Licensees MUST Schedule an appointment to be tested.

• If my application is not approved, do I get a refund? 

NO. All Fees are Non-Refundable. You do not get the money returned to you, regardless of whether your application is approved or not.

• Do I need to live in New York State to apply for a TLC driver’s license?

You can have a driver’s license from NY, NJ, CT, or PA, but you must submit a Certified Abstract( Driver History) from your local Department of Motor Vehicles, stating that you have an equivalent license to a Class E Chauffeur license. Your abstract must be stamped or sealed and can not be older than thirty (30) days from the date you submit your application to the TLC.

• Can I hold more than one TLC license at the same time? 

A driver may hold all four (4) class types at one time. But if a driver holds a for-hire vehicle license, he or she can only drive for-hire vehicles, not “yellow” taxicabs.

A driver who wishes to drive both Paratransit or Commuter Vans and “yellow” taxicabs or for-hire vehicles, must have two TLC driver licenses -- the “yellow” taxicab license, or for-hire driver’s license, and the Paratransit or Commuter Van license. The Paratransit and Commuter Van licensed drivers need to be 19A Certified by the NYS Department of Motor Vehicles.

• I decided I do not want to apply for my TLC license but I already paid the fees. How can I apply for a refund?

There are no refunds for any application fees.  All application fees are not refundable as it states on the bottom of the New Driver Checklist.

• How long will it take to receive my New TLC Driver’s License in the mail?

Once an applicant has submitted/completed all TLC requirements, the application will be thoroughly reviewed.  The applicant will either receive his/her license in the mail OR a letter requesting additional information (which is necessary to continue the application process).

Applicants are encouraged to take their drug test, register and take the taxi school as soon as the application has been submitted to the TLC for faster processing if he/she is applying for a "yellow" taxicab license.

Each application and its processing time will depend on the individual's fingerprint response report, any prior TLC license revocations (which may require a TLC fitness hearing), and/or outstanding requirements or clearances from the Department of Motor Vehicles, Parking Violations Bureau, and TLC.

Applications are valid for ninety (90) calendar days from the date it is submitted to TLC. If an applicant does not complete all the licensing requirements within the ninety (90) calendar days period, the application will be denied.  All application fees are non-refundable.

• My TLC license was mailed but I have not received it. What do I do?

If you have not received your TLC license in the mail, you must obtain a replacement.

You will need to wait 10 days from the date your license was mailed out.
After 10 days, please visit our LIC facility located at 32-02 Queens Blvd 2nd floor LIC, NY 11101 to submit an Affirmation Form completed and signed and ALL required documents listed on the Instruction sheet.

DRIVERS ONLY - If you have an out of state license, you will also need to bring in a certified abstract (state driver record) that is stamped or sealed and cannot be older than 30 days.

If during the 10 day period the license you are currently using expires or is due to expire, you can visit our LIC facility to receive an extension sticker. The extension sticker will allow you to continue working until your newly approved license is received in the mail or until you submit the Affirmation Form after the 10 day period.

Please note:  An extension sticker is only given if your license has already been approved, updated and mailed out.
