Taxi 07 Roads Forward, a collaborative effort of the New York City TLC and the Design Trust for Public Space, is a comprehensive look at the taxi industry and the ways in which it could better serve the public over the next decade.
This document is the culmination of a creative exercise and contains recommendations that have not been endorsed by the TLC, but rather will serve as the foundation of discussions and explorations to come.
A lifelong New Yorker, Commissioner Noach Dear was born in Brooklyn and appointed to the Taxi and Limousine Commission in 2002 for a seven year term.
Commissioner Dear’s educational background includes graduating from Brooklyn College and the Wurzweiler School of Social Work. He also received his Doctorate in Law from Brooklyn Law School.
Commissioner Dear had a distinguished career as a City Councilman and has achieved a well-known reputation as a staunch advocate for both his constituents and for the rights of people as a whole. His career in the City Council began in January of 1983 and spanned 19 years. During his tenure as a Councilman, Commissioner Dear chaired the Transportation Committee where he worked hard to expand and improve the rights and safety of taxi drivers, was a strong proponent of the Commuter Van Industry, and actively sought to pass new laws aimed at improving the quality of livery and taxi service throughout the city. He was a member of the Finance and Land Use Committees as well.
While in the City Council, Commissioner Dear spearheaded human rights issues in places such as South Africa, Ireland and the former Soviet Union. He was also an advocate for numerous human rights issues here at home, something for which he continues to be recognized.
Commissioner Dear is married with four daughters and two grandchildren, and still resides in Brooklyn.
