Statement of Needs

Community Board 1 represents Staten Island's North Shore neighborhoods and our needs focus on health, waterfront and economic development; improving the transportation infrastructure, including the expansion of mass transit; enhancing services for our youngsters and our senior citizens; and, providing recreational opportunities in underserved areas.

HEALTH

1.  Assigning 6% of HHC's capital budget to the SIUH and RUMC medical systems.

WATERFRONT

1. Completing the North Shore Esplanade, giving title to DPR;
2. Purchasing the Gypsum Plant and the MTA Pouch Terminal property;
3. Purchasing the property at Richmond Terrace and Van Name Avenue; and,
4. Developing waterfront access as part of the new Arlington DOS facility.

DEVELOPMENT

1. Residentially and commercially developing the old SIUH site on Castleton Ave;
2. Revitalizing Targee Street from Vanderbilt Avenue to Sobel Court; and,
3. Increasing the funding available to the LDC's.

TRANSPORTATION

1. Building a fourth depot;
2. Constructing the landfill roads;
3. Reopening the IRT Number 5 station at the South Ferry;
4. Constructing signalized left-turn lanes;
5. Constructing continuous service roads along the SIE; and,
6. Developing the North Shore Railway/busway.

SOCIAL/EDUCATIONAL

1. Increasing DYCD funding, including Youth Coordinator salaries;
2. Increasing funding to elder abuse prevention programs;
3. Developing additional senior housing;
4. Providing full access to technology in every school; and,
5. Building a Rosebank library.

RECREATIONAL

1. Developing Eibs Pond Park;
2. Developing the Field of Dreams Parks; and,
3. Developing a marina as part of the Homeport project.

CB1 believes these needs are prudent and fair.
