|  Message from Joseph Carroll, District Manager Community Board 1 in Staten Island is a body of individuals who understand the importance of community participation at a volunteer level. Our offices, located at 1 Edgewater Plaza, Room 217, are open to the public from 9:00 am - 5:00 pm Monday through Friday. If you visit us here you will find information on: sanitation schedules, transportation, voter registration, City budget, City health care initiatives, and much more. Our regular monthly meetings are held on the second Tuesday of every month at All Saints Episcopal Church at 2329 Victory Boulevard.
