About the WIB The WIB provides system oversight and develops policies aimed at ensuring that workforce initiatives implemented by the NYC Department of Small Business Services and its workforce partners successfully fulfill Mayor Bloomberg's vision of a strong workforce development system.		Overview of WIB Transformation In 2003, the City's workforce development programs for adults were merged into the Department of Small Business Services. At the heart of this strategy is the understanding that economic development initiatives both large and small depend on access to a skilled and qualified workforce.
