Step 1: Get Registered
Any business that wants to do business with the City of New York must obtain an "FMS Vendor Number." To obtain an "FMS Vendor Number" please register with the City's Payee Information Portal (PIP) by visiting the PIP webpage at http://nyc.gov/pip, clicking on the "Activate" button, then following the online directions. Your contact information and commodity code listings are required to be added to the City's Bidders' Lists. The City uses the Substitute W-9 form to validate the Employer Identification Number (EIN) of each vendor.
Step 2: Get Certified
Attend a free M/WBE Certification Prep Course every 3rd Thursday of the month from 2-4 P.M. or every 4th Wednesday of the month from 6-7:30 P.M. Trained certification analysts will walk you through the application process and help you to avoid commonly made mistakes. Visit NYC Business Solutions to register.

To re-certify, the business will have to complete and submit an abbreviated version of the certification application which will be sent before the end of the business' current certification. You may also recertify using our NYC Online Certification Portal, contact the certification helpline to request a paper re-certification application.
You may be eligible to submit a Fast Track application if you are currently certified by any one of the following organizations:
- New York City School Construction Authority
- The Port Authority of New York and New Jersey
- Women President's Educational Organization
- New York & New Jersey Minority Supplier Development Council Inc.
- New York State Department of Economic Development, Division of Minority & Women's Business Development (DMWBD)

Additionally, New York State Disadvantaged Business Enterprises (DBEs) may be eligible to submit an M/WBE Fast Track application. Please call the Certification Helpline at 212-513-6311 or email MWBE@sbs.nyc.gov for more details.
DBE-certified businesses currently are unable to apply for a Fast Track application online.

Take classes to learn about the certification and procurement process
Once certified, meet with a procurement counselor to get one-on-one guidance
Network with City buyers at exclusive matchmaking events to help your business grow
