The New York City Department of Small Business Services (“the Agency”) is seeking a qualified
vendor to fulfill conditions of a New York State Department of Labor grant to provide Disability
Program Navigator (DPN) services in ten (10) Workforce1 Career Centers (WF1CC) in New York
City. The Agency will award one contract to a qualified respondent to serve all ten (10) sites.
It is the Agency’s assumption that the selected contractor shall hire and supervise five (5) full-time
Disability Program Navigators to work closely with WF1CC staff, jobseekers with disabilities and
business customers in the WF1CC. The DPN Program will facilitate consumer choice in
addressing the needs of individuals with disabilities seeking training and employment
opportunities in WF1CCs established under the Workforce Investment Act. The DPN Program
goal is to increase employment for individuals with disabilities by linking them to employers and
by facilitating access to supports and services that will provide transition to employment.
RFP packages may be obtained in person beginning January 20, 2010 to March 9, 2010, Monday
through Friday, between the hours of 9:00 a.m. to 5:00 p.m., excluding holidays and weekends, at
the New York City Department of Small Business Services, 110 William Street - 7th Floor,
Procurement Unit, New York, N.Y. 10038.

As no vendor conference is schedule for this solicitation, vendors are being given an opportunity,
until 3:00 PM Eastern Standard Time on February 9, 2010 to e-mail questions regarding the job

The original and four (4) copies of the complete proposal and all attachments must be hand
delivered or sent thru certified mail to the above address, no later than 3:00 p.m., March 9, 2010.
Proposals received after the due date and time are late and shall not be accepted by the Agency,
except as provided under New York City’s Procurement Policy Board Rules.
