SBS is seeking an appropriately qualified vendor (“Consultant”) to provide technical assistance to at least twenty-five applicants to the HSLBGP with completing their application to the program. The SBS HSBLGP is funded Community Development Block Grant – Disaster Recovery funding. Nearly 95% of businesses impacted by Hurricane Sandy were small-and-medium-sized enterprises (SMEs), employing 50 people or less, and primarily concentrated in retail and service sectors. HSBLGP is a $42 million program which provides low-interest loans and grants to impacted businesses. SBS is currently executing this program through a combination of on-site and field staff located in NYC Business Solutions Centers throughout New York City. To date, the program has awarded more than 20 businesses approximately $4 million in loans and grants.
The Consultant team will visit the applicants at their place of business and be mobile throughout New York City. The Consultant team will also work at its own company location to complete any independent financial analysis.

The Request for Proposals (RFP) package may be obtained in person beginning on Tuesday, July 22, 2014, Monday through Friday, between the hours of 10:00 a.m. to 4:00 p.m., excluding holidays and weekends, at the New York City Department of Small Business Services, 110 William Street - 7th Floor, Procurement Unit, New York, N.Y. 10038.
As no vendor conference is schedule for this solicitation, vendors are being given the opportunity, until 2:00 PM Eastern Standard Time on Tuesday, July 29, 2014 to e-mail questions regarding the job specification to: email@example.com.
The original and three (3) copies of the complete proposal and all attachments must be hand delivered or sent through certified mail to the address listed in the solicitation, no later than 2:00 p.m. EST, on Wednesday, August 6, 2014.
