The NYC Department of Small Business Services (“SBS”) is seeking an appropriately qualified vendor (“Consultant”) to provide an independent and objective review and evaluation of the City of New York’s business certification program compliance issues and concerns. This will include documentation and site visits in connection with the Minority- / Women- Owned Business Enterprise (‘M/WBE”), Locally Based Enterprise (“LBE”), and Emerging Business Enterprise (“EBE”) certifications.
The site visit is a new requirement under Local Law 1 of 2013 and will be part of the overall review of selected Certification applications. The Consultant will only be expected to conduct the site visit compliance review, including documents that will aid in this review, but is not expected to review or make a determination on the entire Certification application. The initial review of Certification applications will be conducted by DEFO. Certification applicants may have business locations in the five boroughs of New York City, or in one of the following counties: Nassau, Putnam, Rockland, Suffolk, and Westchester counties in New York, or Bergen, Hudson, or Passaic counties in New Jersey.

The Request for Proposals (RFP) package may be obtained in person beginning May 28, 2013 through June 18, 2013, Monday through Friday, between the hours of 9:00 a.m. to 5:00 p.m., excluding holidays and weekends, at the NYC Department of Small Business Services, 110 William Street - 7th Floor, Procurement Unit, New York, NY 10038.

All prospective vendors take full responsibility for checking this site for any subsequent date changes or addenda.
All questions regarding this solicitation shall be due no later than June 05, 2013 at 2:00pm. All questions regarding this RFP must be mailed, e-mailed, or faxed to the Authorized Agency Contact Person as listed in the solicitation.
The original and three (3) copies of the complete proposal and all attachments must be hand delivered or sent through certified mail to the Agency Authorized Contact Person listed on the first page of the solicitation document, no later than June 18, 2013 at 2:00pm. Proposals received after the due date and time are late and shall not be accepted by the Agency, except as provided under New York City’s Procurement Policy Board Rules.
The City of New York – Department of Small Business Services will not be responsible for lost, delayed, or misdirected mail. Faxed or e-mailed price proposals will not be accepted. Any expenses incurred by your firm in the preparation and submission of the proposal(s) will not be reimbursed by the City of New York.
