What is the MMR?
The MMR is a government "report card" that measures actual performance
and service delivery by City agencies. It highlights agency accomplishments,
as well as City services that require additional improvements. It
serves as an important tool in improving initiatives involved in
public safety, quality of life, and customer service delivery.
Why
was the MMR created?
The MMR was established in the City Charter
of 1977 to provide elected officials, oversight entities, and the
public with information about agency performance at key points during
the planning and budgetary process.
What
information does the MMR include?
The current version of the MMR is published in three volumes.
Volume
I presents narratives and key performance indicators for each of
the 44 City agencies, offices, and covered organizations and highlights
the City's financial plan for each agency. Key components include
the Agency Mission Statement; Goals and Objectives; Highlights and
Achievements; Budget Highlights; Trend Tables, and Charts. Customer
service, technology, and community outreach initiatives are examples
of topics covered in the report.
Volume
II presents tables of agency-specific indicators, including regulatory
performance indicators, and tables of citywide indicators such as
budgeted expenditures, headcount, workforce management statistics
and procurements.
The
Summary Volume of the MMR presents a thematic overview of City government's
performance and plans in broad service areas, highlighting key initiatives
and indices of the City's well-being drawn from within and outside
government agencies.
How
often is the MMR published?
The MMR is published two times a year.
Publication
of the MMR coincides with the City's fiscal calendar, July 1st to
June 30th, and is mandated by the City Charter.
The
first report issued is the Preliminary Fiscal MMR, which captures
agency performance between July 1st and October 31st (the first
four months of the fiscal year).
The Preliminary Fiscal MMR offers a "mid-point" assessment as to
whether an agency will attain its fiscal year performance goals.
The
Fiscal MMR captures the entire fiscal year activity, which begins
on July 1st and ends on June 30th.
How
is the information used?
The Charter mandates that the City
Council conduct public hearings on the MMR and submit to
the Mayor and make public a report of its findings and recommendations.
The Council members use the MMR to assess the activity, performance,
and goals of the City agencies. Council members also refer to the
MMR when making budgetary decisions.
City
agencies often use the MMR as a management tool to analyze and improve
their service delivery, as well as communicate major initiatives
and goals.
Scholars
and students within the Public Administration and Urban Studies
disciplines use the MMR as a research tool since it provides ample
amounts of statistical data. It may also be used to analyze municipal
public policy missions and objectives.
Municipal
government representatives from as far away as Japan and England
have studied the MMR to develop similar reporting procedures.
The
media often cite the MMR to support major news stories concerning
the City.
How
can I obtain a copy of the MMR?
The Mayor's Office of Operations, which prepares and publishes the
MMR, offers a PDF version over its
Web site. A hardcopy of the complete MMR can be purchased at the
New York CityStore.
Reference
copies of the MMR are held in numerous private and public libraries
throughout the City, including the Public
Library system.
