     The word "protocol" comes from two Greek words meaning "first" and "glue," and originally referred to the first page glued to a legal document to summarize its contents. Today, "protocol" usually refers to an international code of politeness and diplomacy between nations.

     The Mayor's Commission for Protocol evolved from the Committee of Welcome to Homecoming Troops, which was established in 1918 under the renowned leadership of Grover Whelan, who held the post for thirty-four years. The Committee, with nearly 5,000 members, gave returning soldiers a lavish and memorable welcome.

Commission, who are appointed by the mayor, are involved in some of the activities and events connected with these visits and may be asked to represent the mayor at occasional receptions and ceremonies.

     The Office also publishes the National Protocol Directory and provides gifts, flowers, and other amenities for mayoral guests.
