Deputy Mayor for Operations


Joseph J. Lhota was appointed by Mayor Rudolph W. Giuliani as Deputy Mayor for Operations in July 1998. Previously, Deputy Mayor Lhota served the City as Budget Director and Commissioner of Finance.

As Deputy Mayor for Operations, Mr. Lhota is responsible for overseeing all of the operating agencies of the City. He directs the City's relations with federal, state and local governing entities and serves as the Mayor's chief liaison with elected officials. The Deputy Mayor advises and assists the Mayor regarding the financial management and business practices of the City.

As Budget Director, Mr. Lhota was responsible for the successful development and implementation of the City's $34 billion annual operating budget and the management of the City's 10-year $45 billion capital improvement budget. During his tenure as Budget Director, the City's budget achieved two successive years of record-setting surpluses.

As Finance Commissioner, Mr. Lhota was responsible for the revenue collection for the City. He was also the Chairman of the New York City Employees Retirement System and the New York City Teachers' Retirement System.

Prior to joining the Giuliani administration, Deputy Mayor Lhota developed a 15 year career in investment banking . He was the Director of Public Finance at CS First Boston Corporation and a Managing Director of the Municipal Securities Group at PaineWebber Incorporated.

Deputy Mayor Lhota received a baccalaureate degree from Georgetown University and a M.B.A. from the Harvard Business School. He and his family reside in Brooklyn Heights.

Deputy Mayor Lhota is not the first in his family to work for the City of New York. His father is a retired lieutenant from the New York Police Department and his grandfather was a New York City firefighter.
