Committees

Board committees do most of the planning and work on the issues that are brought to action at community board meetings. Each community board establishes the committee structure and procedures it feels will best meet the needs of its district. Committees may be functional committees that deal with specific Charter mandates (e.g. "Land Use Review" and "Budget" committees) or agency committees that relate to a particular agency (e.g. "Police" and "Sanitation" committees), among other structures. Non-board members may apply to join or work on board committees, which helps provide additional expertise and manpower.

Executive Committee
The Executive Committee is responsible for coordinating the work of committees; all matters not assigned to other committees; By-Laws and procedures; personnel; budget; site selection for meetings and hearings of the full Community Board; and other duties as assigned by the By-Laws or the Board.

Education Committee
The Education Committee is responsible for oversight relating to education in the Community Board 5, Queens area.

Environmental Services Committee
The Environmental Services Committee is responsible for oversight relating to air and noise, sewer/water maintenance and operations, water pollution control, water supply, and other matters relating to environmental conservation and protection.

Health & Human Services Committee
The Health and Human Services Committee is responsible for oversight relating to environmental health services, public health services, emergency medical services, hospital services, and human resource, senior and social service programs.

Housing Services Committee
The Housing Services Committee is responsible for oversight relating to the district's housing stock, programs of the Department of Housing Preservation and Development (including code enforcement, demolition and seal up) and services of the Department of Buildings.

Library Services Committee
The Library Services Committee is responsible for oversight relating to library services.

Parks and Recreation Services Committee
The Parks and Recreation Services Committee is responsible for oversight relating to the district's parks, parks facilities repairs and rehabilitation, parks maintenance, parks-related recreation facilities and programs, forestry, and horticulture.

Public Safety Services Committee
The Public Safety Services Committee is responsible for oversight relating to the Police and Fire Departments and other public safety-related issues or agencies as they affect the district.

Public Transit Services Committee
The Public Transit Services Committee is responsible for oversight of buses, subways and railroads; franchises relative to bus routes and shelters; and any other mass transit-type services.

Sanitation Services Committee
The Sanitation Services Committee is responsible for oversight relating to sanitation enforcement services, refuse collection, street cleaning, waste disposal, vacant lot cleaning, and snow removal.

Transportation Services Committee
The Transportation Services Committee is responsible for oversight relating to the district's streets, highways, and bridges; parking operations; street maintenance/reconstruction; traffic control and enforcement; traffic signals and signs; truck and snow emergency route designation; air transportation; franchises; detours relative to any project; street lighting; and street mapping and demapping when not related to a zoning change or variance.

Youth Services Committee
The Youth Services Planning Committee is responsible for oversight relating to community youth programs and services to youth.

Zoning and Land Use Review Committee
The Zoning and Land Use Review Committee is responsible for zoning changes; revocable consents; site selection; zoning variances and special permits; franchises and revocable consents; review of proposed amendments to the Uniform Land Use Review Procedures (ULURP); and street mapping and demapping when related to zoning changes or variances.  The voting members of this committee consist of a minimum of 5 and a maximum of 10 Board members.  Only members of the Community Board may be members of this committee.

The Community Board 5, Queens Office will be closed Tuesday, July 4th in observance of the 4th of July and Monday, September 4th in observance of Labor Day.

The Sanitation Code requires that snow be removed from sidewalks within 4 hours after snow has stopped falling, or by 11am if the snow has stopped falling after 9pm the previous evening. For more information about Snow Removal, please go here.
