Reusable Case Management System (RCMS): is the Department’s electronic case management system that was implemented citywide and is used by staff to record and track case activity. RCMS provides:
Improved timeliness by automatically retrieving some of
the required information which POs must currently gather by phone, fax or
through legwork.
An efficient process for drafting, revising, and approving workflow, by minimizing hand-off time and making the workflow visible, allowing it to be better measured and managed.
A better quality of the
final work product by using data wherever possible, by enforcing rules about
the completeness and quality of information, by enforcing standard
presentation and formatting rules, and by enforcing consistent security
policies; and,
Long-term usefulness of reports by making them easy to archive, index, retrieve, print, query, and integrate with other information systems at the City, State and National levels.
Intel Unit In keeping with the department’s primary mission to ensure public safety, the mission of the Intel Unit is to augment and assist the boroughs with community supervision. Intel serves as a liaison to our law enforcement partners on the local, state and federal levels. This intelligence unit is comprised of specially trained probation officers whose responsibilities include: gathering and disseminating intelligence by identifying, evaluating and investigating reports of suspected criminal activities in all major categories and open ‘61’ complaints filed by crime victims; monitoring daily citywide Domestic Incident Reports (DIRs); targeting and arresting those probationers involved in violent domestic incidents; assisting line officers in curfew checks on high-risk offenders, when requested; responding to Commissioner’s correspondences; and, pursuing absconders. In addition, it serves as focal point to investigating media/high profile cases, fugitive warrants, community complaints, and violent felony warrants. Intel’s partnerships with other law enforcement agencies have resulted in the collection, exchange and dissemination of intelligence that range from gang activities to information on national security issues.
Kings Juvenile Offender Program (KJOP) The Kings Juvenile Offender Program (KJOP) provides intensive supervision
as an alternative to incarceration to juvenile offenders between the age of 13
and 15 years old who have committed violent or major felony offenses in Kings
County and would otherwise have received a term of imprisonment. The judge
specifically assigns juvenile Offenders to KJOP. Individualized treatment plans
are formulated at the PSI stage; youth assessment and screening instruments are
used to establish the JO’s risk of recidivism as well as determine his/her need
for services or treatment intervention. The KJOP PO maintains regular and frequent contacts with the offender, as well as with the offender's school and family; the juvenile reports frequently and must participate in group sessions, individual counseling, job readiness training, remedial reading, computerized learning labs, and drug rehabilitation. The program maintains close collaboration with the Kings County Supreme Court Juvenile Offender Part in order to facilitate the swift initiation of sanctions.
PACT - Domestic Violence (PROMOTION OF ACCOUNTABILIY AND COMMUNITY TIES)
PACT - NEW YORK STATE DIVISION OF PROBATION AND CORRECTIONAL ALTERNATIVES (DPCA)
This program is a partnership between New York State Division Of Probation And Correctional Alternatives (DPCA)and the NYC Department of Probation to target those probationers who have been sentenced as a felony offender and have also been identified as being abusive in their intimate relationships. The Department’s aim is to work collaboratively with other Criminal Justice agencies and Community-Based organizations to achieve the goal of keeping the victim safe, while holding the offender accountable. To maintain the integrity of the program, low caseloads are assigned, which afford officers the opportunity to work intensively with PACT participants who have either been arrested for a domestic violence offense and or have a Domestic Incident Report. An on-site community victim advocate is available to assist victims with safety planning, housing needs, and counseling.The victim advocate also works with the Domestic Violence Investigation Probation Officer on a Victim Impact Statement in preparation of the Pre-Sentence Investigation report. PACT probationers attend a 12-week educational class in English or Spanish and upon completion, are referred to a 26-week domestic violence program within the community. After successful completion, a participant can be eligible to return to a regular supervision track.
Bronx District Attorney's Integrated Domestic Violence Program (BIDV The Bronx District Attorney’s Office, Integrated Domestic Violence Program is a collaborative effort between the Bronx District Attorney’s Office, the NYC Department of Probation, and Safe Horizons via federal funding to target only those offenders who have been sentenced to probation on a misdemeanor conviction or who have incurred misdemeanor Domestic Incident Reports or cases. The program greatly mirrors the DPCA –PACT program in that its’ goal is to hold the probationer accountable and keep the victim safe.To maintain the intergity of the program , low caseloads are assigned, which afford officers the opportunity to work more intensively with the BIDV participants. An on-site Victim Advocate is available to assist victims with safety planning, housing needs,and counseling. Probationers must mainly reside in the Bronx and attend a 12-week intensive domestic violence educational class in English and Spanish before being referred to a domestic violence program within the community. Upon successfull completion, participants can become eligible to return to a regular supervision track .
Ignition Interlock Device Participants Use of a functioning ignition interlock device as an additional condition of probation for a person convicted of Vehicle and Traffic Law (VTL) 1192 (2)(a), certain convictions involving driving while intoxicated, and upon a second conviction for VTL 1192(2) and VTL 1192(3), went into effect in New York State in October 2007.Its purpose is to permit individuals convicted of driving while intoxicated or related vehicular crime(s) to use their vehicles for work and other necessary transportation, but to prevent them from doing so while under the influence of alcohol. The Court may impose the condition even when a vehicle was not involved, but the use of alcohol was related to the crime.
The Department of Probation (DOP) must ensure that any individual placed on probation that is subject to this additional condition understands and complies with the court’s direction. This condition will apply to any vehicle available to the probationer for rent, lease, ownership or temporary use, including vehicles needed for the probationer’s gainful employment, for the entire period of probation supervision.
Restitution In January 2008, the Department outsourced the collection and disbursement
of restitution funds to Safe Horizon. This not-for-profit organization will
continue to provide information on probationers’ accounts. Specifically,
Probation will receive the following reports:
Collection of funds from probationers
Distribution to beneficiaries/victims designated by
the courts
Documents for courts that are required for VOP filing
Early Discharge Eligible probationers can be considered for an early discharge from probation supervision if they meet certain stringent criteria.
A probationer in good standing while on supervision may be deemed eligible for an Early Discharge. An application for early discharge is then submitted to the original sentencing judge for consideration.
