SCOUT - Goals

The goal of the SCOUT program is to:

  • Inform city agencies of conditions on the street in a proactive manner that leads to higher quality of life for New York City customers.

  • Hold agencies accountable, through a quality assurance program, for the way they respond to conditions that are reported through 311.

SCOUT Inspectors

SCOUT inspectors are "on-loan" to the Mayor's Office of Operations to perform their duties as inspectors. Currently, SCOUT is staffed with inspectors from DOB, DOT, DEP, DPR, DSNY and DCAS.


Quality Assurance

Each month SCOUT does a quality assurance test of 20% of the top six conditions found from the month before. The team tracks the conditions within the 20% to see what agency action has taken place for those conditions - both on the street and through the 311 resolution that would be reported to customers.
