	Value Engineering Prequalified Lists OMB maintains a Pre-qualified List (PQL) for Value Engineering (VE) Consultant Services for Complex Capital Projects. Consultant must be a Certified Value Specialist (CVS), as accredited by SAVE International. Consultant must have recent experience in performing complex VE studies on projects that are valued at over $100 million.
