Strong analytical and quantitative skills are fundamental
to a successful career at OMB, but other skills are
equally important. For example, the pace of work
and the demands of statutory deadlines require excellent
communication skills. Although working at OMB involves
learning the operations of a specific agency in great
detail, there is no prerequisite for this kind of knowledge.
Individuals with a specific interest are welcome, but so
are generalists. Most OMB employees start at the Assistant
Analyst or Analyst level.

What OMB Offers
OMB is an excellent workplace for those people
who enjoy a challenging, and at times fast paced
working environment. OMB offers intellectual
challenge and a sense of pride in one's work. OMB
is a major force for changing the way the city is
run, and that change is the result of the interaction
between the various areas within OMB: the Expense and
Capital Budget task forces, Revenue Task Forces,
Information Systems Management, the Office of
Budget Review, the Finance and Legal Division,
and the Personnel Management and Administration Division.
Limits are set only by an individual's energy,
intellect, and creativity. Furthermore, responsibility
is given very early on: employees frequently receive
additional and increased responsibilities after 1-2 years
of being in their original assignment.
OMB's policy is to fill vacancies from within whenever
possible, and most senior positions are filled by promotions
from within the agency. OMB tries to encourage professional
growth and development through programs such as the OMB
Institute, which provides training sessions for staff members.
