Anthony W. Crowell Counselor to the Mayor Anthony W. Crowell is Counselor to New York City Mayor Michael R. Bloomberg. In this position, he serves both as counsel and senior management and policy advisor to the Mayor. Crowell manages a broad portfolio of legal, regulatory, legislative, governance, administrative and operational matters focused on enhancing New York City's performance, competitiveness, accountability, and public integrity. He provides coordination and oversight of City agencies, boards and commissions, and spearheads government reform efforts and business process re-engineering initiatives. He chairs the City's Panel on Regulatory Review, and sits on the Procurement Policy Board, Franchise and Concession Review Committee, the NYPD and FDNY Pension Boards, and the Mayor's Fund to Advance New York City. Crowell also is Board Chair of the Brooklyn Public Library, the nation's fifth largest library system, where he is responsible for oversight of a $100 million budget, institutional development, and a strategic plan to transform the library's business operations and real estate portfolio to meet the demands of the digital age. Prior to his appointment as Counselor, Crowell served as Special Counsel to the Mayor from 2002 to 2006. In addition, he has served either as an Executive Director, Counsel or Commissioner with six City Charter Revision Commissions, as well as General Counsel and Director of Government Relations for the City's non-partisan Host Committee for the 2004 Republican National Convention. From 1997 to 2002, Crowell served as Assistant Corporation Counsel in the New York City Law Department's Tax & Condemnation and Legal Counsel Divisions where he advised on constitutional questions and the legality of disputed policy issues, handled complex litigation, and drafted legislation and regulations for the Mayor and City agencies. In 2001, he directed the City's World Trade Center Death Certificate Program, and was counsel at the City's Family Assistance Center, aiding families of victims of the 9-11 attacks. Crowell is a recipient of the Association of the Bar of the City of New York's Municipal Affairs Award for outstanding performance as a City attorney. Before joining New York City, Crowell worked in Washington, D.C. at the International City/County Management Association (ICMA) from 1992 to 1997, where he managed government affairs and policy and assisted in the preparation of amicus briefs to the U.S. Supreme Court in cases impacting state and local governments. Crowell is an adjunct professor at both New York Law School and Brooklyn Law School where he teaches courses on state and local government law. He received a B.A., magna cum laude, from the University of Pennsylvania, where he studied urban policy, and a J.D., cum laude, from American University. He resides in Brooklyn. |
