Anthony W. Crowell Counselor to the Mayor Anthony W. Crowell is Counselor to the Mayor. In this position, he advises on legal, policy and management issues, including regulatory, legislative and governance matters, and coordinates strategic initiatives to enhance public performance and accountability. He assists with oversight of various City agencies, and sits on the City’s Procurement Policy Board, Franchise and Concession Review Committee, NYPD and FDNY Pension Boards, Deferred Compensation Board, Voter Assistance Commission, as Chair of the Archives, Reference and Research Advisory Board, and Vice President of the Brooklyn Public Library Board. Prior to his appointment as Counselor, Crowell served as Special Counsel to the Mayor, beginning in January 2002. He has served as Director and/or Counsel for five City Charter Revision Commissions, as well as General Counsel and Director of Government Relations for the City’s non-partisan Host Committee for the 2004 Republican National Convention. From 1997 to 2002, Crowell served as Assistant Corporation Counsel in the City Law Department’s Tax & Condemnation and Legal Counsel Divisions where he handled complex litigation and advised on constitutional questions and the legality of disputed policy issues. In 2001, he directed the City’s World Trade Center Death Certificate Program, aiding families of victims of the 9-11 attacks. He is a recipient of the Association of the Bar of the City of New York’s Municipal Affairs Award for outstanding performance as a City attorney. Before joining the City, Crowell worked in Washington, D.C. at the International City/County Management Association (ICMA), where he managed government affairs and policy, and assisted in the preparation of amicus briefs to the U.S. Supreme Court in cases impacting state and local governments. Crowell is an adjunct professor at Brooklyn Law School and New York Law School, where he teaches courses on state and local government law. He received a B.A., magna cum laude, from the University of Pennsylvania, where he studied urban policy, and a J.D., cum laude, from American University. He resides in Brooklyn. |
