Tino Hernandez Tino Hernandez is the Chairman of the New York City Housing Authority. He was first appointed Chairman in March 2001. Prior to that, he was Commissioner of the Department of Juvenile Justice, Deputy Commissioner for Adult Services at the Department of Homeless Services, Vice-President of Clinical Services of Samaritan Village, Inc., and Director of the HIV/Substance Abuse Unit at the New York State Department of Health AIDS Institute. Chairman Hernandez received a Bachelor of Science at Adelphi University in 1986 and a Masters for Social Work at the Nelson A. Rockefeller College of Public Affairs and Policy at SUNY Albany in 1988.
