Marla Simpson Director Marla Simpson is the Director of the Mayor's Office of Contract Services (MOCS). The Office's mission is to better enable the City to serve its citizens by providing a more competitive, effective and efficient procurement system so that City agencies can timely obtain quality services, construction and supplies from responsible contractors at a fair price. Before coming to the Mayor's Office of Contract Services, Marla Simpson served as Chief of the Charities Bureau in the New York State Attorney General's Office.
