Martha K. Hirst Commissioner Martha K. Hirst is the Commissioner of the Department of Citywide Administrative Services. Prior to her appointment, Hirst was Deputy Commissioner for Long-Term Planning at the Department of Sanitation, having worked in the agency since 1995. She also served as Chief Legislative Representative under Mayors Koch, Dinkins, and Giuliani, Project Manager at the Urban Academy for Management, Inc., and Intergovernmental Relations Assistant at the Department of Housing Preservation and Development. Hirst received her BA at New York University in 1975 and her MUP at the New York University Wagner School of Public Service in 2001.
