MAYOR GIULIANI ANNOUNCES AGREEMENT WITH DISTRICT COUNCIL 37 ON CITYWIDE CONTRACT

Mayor Rudolph W. Giuliani today announced that a tentative agreement was reached last night with District Council 37 and other municipal unions on a successor Citywide collective bargaining agreement. The Citywide agreement covers matters that must be uniform for civilian employees under the New York City Collective Bargaining Law. This agreement, which is subject to ratification, is the successor to the 1995 Citywide Agreement, and expires on June 30, 2001.

If ratified, the successor agreement will provide for certain ministerial changes, inclusion of domestic partners for certain benefits, and the implementation of a TransitChek program for City employees. Ministerial changes include updating the mileage allowance, raising the overtime cap, and increasing the meal allowance. Consistent with the law signed by Mayor Giuliani last year extending rights to domestic partners, domestic partners shall now be included in the definition of dependent care for sick leave, and the City shall recommend to the Personnel Director that domestic partners be included in family medical leave. The City shall also implement, as soon as possible, the pre-tax TransitChek benefit, a Federal subsidy transit program, which will cover a 30-day unlimited Metrocard at no cost to the City. This program allows City workers to pay for public transportation with pre-tax salary dollars, and encourages the use of mass transportation.

"Today's agreement represents continuing progress in the history of cooperative labor relations," said Mayor Giuliani. "The agreement provides needed updates and implements a benefit for employees. The TransitChek program, which allows employees to buy Metrocards with pre-tax salary dollars, will be a tremendous benefit. I want to thank Deputy Mayor Randy Levine, Deputy Mayor Joseph Lhota and Labor Relations Commissioner James F. Hanley and his staff for their hard work on this agreement."
