MAYOR GIULIANI SIGNS BILL TO ALLOW MONTETARY REWARDS FOR SURVIVORS OF CIVILIAN MEMBERS OF POLICE DEPARTMENT

-Remarks By Mayor Rudolph W. Giuliani at Public Hearing On Local Law-

The bill before me today is Introductory Number 624, sponsored by Council Members Cruz, Koslowitz, Lasher, Warden and Stabile in conjunction with my Administration. This bill would amend the Administrative Code of the City of New York, in relation to awards to survivors of certain civilian members of the police department killed while engaged in the discharge of their duty.

Specifically, the bill empowers the Mayor to authorize a discretionary monetary award to the spouse or domestic partner of certain civilian members of the Police Department who have been killed while performing their duty on or after October 1, 1998 and before August 1, 1999. The award would be a single lump sum payment equal to a year's salary, and would be in addition to any pension award.

The recent sudden and tragic death of Police Department auto mechanic Lawrence Komnick made evident the need for this legislation. In the course of performing his work, Mr. Komnick was accidentally killed while he was repairing a department vehicle. This bill will allow the City to help ease his family's financial burdens, and will also show our appreciation for Mr. Komnick's service to the people of this City.

For the reasons previously stated, I will now sign the bill.
