MAYOR GIULIANI ANNOUNCES SALARY ADJUSTMENT PLAN FOR CITY MANAGERS

Mayor Rudolph W. Giuliani today announced the approval of a salary adjustment plan for City Managers. The decision was based on findings by the Gelb Commission and the fact that employees in collectively bargained titles are receiving salary increases. The increases for City Managers, based on merit and performance, will either be 0%, 4.75% or 6.35% depending on the discretion of Agency Heads. These changes will be implemented by the issuance of the Mayor's Personnel Order No.99/4.

"This salary adjustment plan is part of my Administration's efforts to reform the way City Agencies are managed," said Mayor Giuliani. "Based on merit and performance, this plan will ensure that increased productivity will be rewarded and is consistent with the increases received by employees represented by collective bargaining. It is essential for the City to keep and attract good managers, and this plan will compensate those managers who provide the quality services expected from the City."

In June 1999, the Gelb Commission issued recommendations for increases in the salaries of elected officials and found that because of salary compression, the City's ability to compete in the marketplace for the best and brightest employees is critically diminished. The Gelb Commission further noted that easing salary compression will better enable New York City to attract and retain the caliber of talent at all levels that is needed to run the largest and most complex municipality in the United States.

The managerial increase recommendations are to be forwarded from the Agency Head to a committee comprised of the Mayor's Chief of Staff, the Director of Management and Budget, the Director of the Mayor's Office of Operations and the Commissioner of Labor Relations. This committee will review each recommendation. Upon approval by the Committee, the increases will be granted and will be reflected in the October 1, 1999 paycheck. Any increases will be self-funded by each agency.
