MAYOR GIULIANI APPOINTS TWO JUDGES TO THE CIVIL COURTS

In a City Hall ceremony today, Mayor Rudolph W. Giuliani appointed two judges to the Civil Courts and administered the oath of office. "Serving as a judge is both an honor and a great responsibility, reserved only for those men and women who have demonstrated the highest level of integrity and a firm commitment to the preservation of the rule of law," Mayor Giuliani said. "Throughout their distinguished careers, Richard Allman and Judith Lieb have upheld those values and proved themselves deserving of appointment to the bench. As Civil Court judges, I am confident they will dispense justice with fairness, integrity and compassion."

The Mayor appointed the following two Civil Court judges today:

Richard N. Allman has been law secretary to New York State Court of Claims Judge Phylis Skloot Bamberger since September 1990 and an arbitrator in Small Claims Court, Bronx County since June 1991. After graduating from law school, Mr. Allman served as Associate Appellate Counsel for the Legal Aid Society Criminal Appeals Bureau in New York County from September 1985 to September 1990. From 1991 to 1995, Mr. Allman served on the Office of Court Administration's committee that plans the education and training seminars for the state's law secretaries and court attorneys. In 1997, he prepared and taught a program at the Office of Court Administration's judicial seminar with Judge Bamberger entitled "Nightmare on Court Street." Mr. Allman is a member of the capital cases Judicial Resource Committee serving as the liaison between the Committee and Bronx County judges who preside over capital cases. He is a graduate of Pace University School of Law, where he was Editor-in-Chief of the Law Review, and Franklin & Marshall College. In addition, he is the author of several articles on New York Criminal law practice.

Judith Lieb has devoted most of her career to the public sector, first serving as Law Clerk to Circuit Judge Betty B. Fletcher of the U.S. Court of Appeals for the Ninth Circuit in Seattle, Washington from September 1986 to September 1987. Thereafter, she was in private practice with Paul, Weiss, Rifkind, Wharton & Garrison in New York City. After nearly 3 years in private practice, she became an Assistant U.S. Attorney for the Eastern District of New York in August 1991. Ms. Lieb is currently assigned to the organized crime and racketeering section and has handled over 100 cases as an Assistant U.S. Attorney that have resulted in guilty pleas or trials. She has also briefed over thirty appeals before the United States Court of Appeals for the Second Circuit. Ms. Lieb is a magna cum laude graduate of Michigan Law School and was the Executive Note Editor of its Law Review. She graduated from Yale University cum laude in history. Ms. Lieb is a member of the Association of the Bar of the City of New York.
