MAYOR GIULIANI APPOINTS ADVISORY COMMISSION TO REVIEW SALARIES OF LOCAL ELECTED OFFICIALS

Commission Will Present Report To Mayor With Recommendations By March 15,1999

Mayor Rudolph W. Giuliani today appointed Richard GeIb, Chairman of Bristol-Myers Squibb, to Chair the Quadrennial Advisory Commission that will review the compensation levels of locally elected officials pursuant to Local Law 77. The Mayor also appointed Robert Kaufman, Esq., of Proskauer Rose LLP, and Stanley Brezenoff, President and CEO of Maimonides Medical Center, to serve on the Commission.

"I am pleased to appoint Richard GeIb as Chair of this Commission, whose duty will be to review the compensation level of locally elected officials," said Mayor Giuliani. "Every four years this Commission is convened to see that the elected officials of the City are properly compensated for the work they do on behalf of the people of New York. I look forward to receiving their input, and thank the Members for their willingness to serve the City."

According to the City's Administrative Code section 3-601, as amended, "the commission shall study the compensation levels for the mayor, the public advocate, the comptroller, the borough presidents, the council members and the district attorneys of the five counties within the city, and shall recommend changes in those compensation levels if warranted. In making its recommendations, the commission shall consider the duties and responsibilities of each position, the current salary of the position and the length of time since the last change, any change in the cost of living, compression of salary level for other officers and employees of the city, and salaries and salary trends for positions with analogous duties and responsibilities both within government and in the private sector."

By March 15,1999, the Commission must present a report containing its recommendations to the Mayor. After receiving the report the Mayor has 30 days to submit it, along with his recommendations for approval, disapproval or modification, to the City Council for its consideration.
