MAYOR GIULIANI'S STATEMENT ON THE RESIGNATION OF NEW YORK CITY HOUSING AUTHORITY CHAIRMAN RUBEN FRANCO

Mayor Rudolph W. Giuliani issued the following statement on the resignation of New York City Housing Authority Chairman Ruben Franco:

"Ruben Franco is a life-long community activist who has selflessly dedicated his entire career to improving the lives of his fellow New Yorkers. Prior to becoming chairman of NYCHA, Ruben proved himself an effective advocate for the poor and disadvantaged through his work at the Legal Aid Society and the Puerto Rican Legal Defense and Education Fund. Under his stewardship, the New York City Housing Authority has made great strides in improving the quality of New York City's public housing developments and as a result, the quality of life of hundreds of thousands of New Yorkers. Since I appointed him Chairman of NYCHA on January 31, 1994, the crime rate within the NYCHA system has dramatically declined, more working families have been able to obtain public housing, reading and mentoring programs have been introduced within public housing developments, and graffiti is no longer rampant throughout public housing buildings.

I wish Ruben the best of luck as he pursues new options in his career and I thank him for his years of distinguished service to our City."
