MAYOR GIULIANI OPENS THE NEW YORK CITY CONFERENCE ON CRIME

Elected And Police Officials From Over 30 New York State Cities And Towns Convene in The City To Develop Strategies To Fight Crime

Mayor Rudolph W. Giuliani today welcomed Mayors and Police Officials from over 30 cities and towns throughout New York State to the first day of the New York City Crime Strategies Conference. The Conference will take place today and tomorrow, with officials participating in programs at City Hall and One Police Plaza to discuss effective measures of combating crime in their communities.

"During the past five years New York City has experienced a dramatic 49 percent decrease in crime that is the result of our innovative law enforcement strategies," Mayor Giuliani said. "Overall crime is now at its lowest level in thirty years, which has resulted in increased public safety and the economic revival of many parts of the City. Our decline in crime is the major reason why New York City has rebounded from the state of decline that had plagued it for over a generation.

"In continuing our discussions, which began earlier this year at The New York State Conference of Mayors and Municipal Officials, we have the opportunity to exchange information and ideas about successful law enforcement strategies and methods used throughout the State," the Mayor continued. "Together we can work to combat crime, and to drive drug dealers from our neighborhoods and schools to make New York State the safest State in America."

At the Conference, New York City Police Commissioner Howard Safir and his staff will outline innovations and strategies that have led to the dramatic 49 percent decrease in crime over the last five years. Conference sessions will focus upon the NYPD's CompStat process, civil enforcement, and quality of life initiatives, as well as the City's extensive anti-drug efforts.

"I am pleased to have the opportunity to join the Mayor in discussing the management tools and strategies that the Police Department has utilized in bringing about dramatic reductions in crime," Police Commissioner Safir said. "I believe that by exploring these issues together, we can work more closely and bring about greater crime reduction throughout New York State."
