MAYOR GIULIANI REAPPOINTS JUDGE FRAN LUBOW TO FAMILY COURT

Mayor Rudolph W. Giuliani today reappointed Judge Fran L. Lubow to the Family Court. Judge Lubow has been sitting as a Judge of the Family Court since December, 1990. The Mayor's Advisory Committee on the Judiciary, chaired by Paul Curran, unanimously recommended her reappointment to the Mayor. This new appointment is for a ten-year term.

"Judicial appointments are among a Mayor's most important responsibilities," Mayor Giuliani said. "The decisions made by judges affect the lives of all New Yorkers and influence the caliber of our entire justice system. Judge Fran Lubow has demonstrated a commitment to upholding the law and protecting the most vulnerable among us, including our children and others who come before her, by dispensing justice with dedication, fairness and integrity. I am pleased to reappoint her and, on behalf of all New Yorkers, I congratulate her on her continued public service."

Mayor Giuliani and Judge Lubow thanked Judge Jonathan Lippman, Chief Administrative Judge of the Courts; Judge Alfred Lerner, Presiding Justice, Appellate Division, First Department; Judge Michael Gage, Administrative Judge, Family Court; and Judge Mary Ellen Fitzmaurice, Supervising Judge, Queens Family Court, for joining them at today's ceremony.

Judge Lubow began her career as a staff attorney with the Human Resources Administration in 1980, after graduating from Syracuse University College of Law with a J.D. degree and being elected to the Order of the Coif. In 1981 she moved to the Family Court Division of the Corporation Counsel's office and rapidly rose to Chief of the Special Trial Unit. In December of 1988 she left to become an associate with Pearlman, Apat & Futterman, a general practice firm in Queens.

Judge Lubow returned to government service in the summer of 1987 as the General Counsel for the New York City Department of Probation. She was appointed to the Family Court bench in December of 1990. Judge Lubow sat in Kings County until September of 1993, at which time she moved to the Queens Family Court bench, where she continues to serve.

In addition to her judicial duties, Judge Lubow is a member of the Association of the Bar of the City of New York, the New York State Bar Association, the New York State Women's Bar Association, the Queens Bar Association, the Queens Women's Bar Association, and the New York State Women's Judges Association.

Judge Lubow is a lifelong City resident, and currently resides in Queens with her husband and 2 1/2 -year-old son.
