MAYOR GIULIANI APPOINTS FREDRICK J. PATRICK EXECUTIVE DIRECTOR OF THE MAYOR'S POLICE/COMMUNITY RELATIONS TASK FORCE AND DEPUTY CRIMINAL JUSTICE COORDINATOR

Mayor Rudolph W. Giuliani today appointed Fredrick J. Patrick as Executive Director of the Mayor's Police/Community Relations Task Force and as Deputy Criminal Justice Coordinator. Mr. Patrick replaces Interim Executive Director Katherine N. Lapp, with whom he has been closely working on Task Force matters since its August inception. Mr. Patrick leaves his present position of Deputy Commissioner for Strategic Planning and Programs for the New York City Department of Correction, in which he oversaw the administration of more than $200 million in programs and services in the nation's largest municipal jail system. The appointment is effective immediately.

"I am proud to appoint Fredrick J. Patrick as Executive Director of the Police/Community Relations Task Force, a role he is imminently qualified for," Mayor Giuliani said. "He has served as close advisor to Interim Executive Director Katie Lapp since the Task Force's inception in August, and has proven his ability to exercise the judgment and sensitivity that the position requires. With this working knowledge, he has been an integral part of coordinating the functions of the Task Force. I am confident of Mr. Patrick's ability to provide effective leadership for the Task Force."

The Mayor continued, "As Deputy Criminal Justice Coordinator, Fred will advise and assist the Coordinator in developing and implementing City policies, legislation and strategies in the fields of public safety and criminal justice. With his background in criminal justice and his nine years of service, most recently as Deputy Commissioner in the Department of Correction, Fred has the experience and background needed to continue the excellent progress made under the City's criminal justice policies."

Fredrick J. Patrick said, "I am deeply honored for the trust placed in me to serve as Executive Director of the Mayor's Police/Community Relations Task Force and as Deputy Criminal Justice Coordinator. I want to thank the Mayor for giving me the opportunity to serve and Katie Lapp for her leadership and guidance. I look forward to assisting the new Coordinator and to continuing my work with members of the Task Force."

Prior to his tenure as Deputy Commissioner, Mr. Patrick was the Department of Correction's Assistant Commissioner responsible for training and organizational development from 1992 to 1994 and had been the Department's Director of Resource Development in the Department of Correction since 1990. Before joining the Department of Correction, Mr. Patrick was the Program Coordinator and Life Skills Counselor for Banana Kelly Community Development Corporation, a pilot program for 120 at-risk youth in the Bronx.

In his role as Deputy Criminal Justice Coordinator, Mr. Patrick will act as Executive Director of the Mayoral Police/Community Relations Task Force and coordinate activities of the Task Force which include facilitating discussions between police officers and the members of the community they serve and organizing meetings of Task Force. He will also assist Steven M. Fishner who today was named Criminal Justice Coordinator, in the management of the office and, as necessary, with issues within the jurisdiction of the office.

Since the fall of 1993, Mr. Patrick has been an adjunct professor in the Department of Law, Police Science and Criminal Justice Administration at City University of New York's John Jay College of Criminal Justice and a consultant to the National Institute of Justice of the U.S. Department of Justice.

Mr. Patrick, 33, graduated from Princeton University's Criminal Justice Policy and Management Masters Degree program in 1990. He earned his Bachelor's Degree summa cum laude in political science from Tuskegee University in 1986.
