MAYOR GIULIANI SIGNS COUNCIL BILL NO. 1087, CHANGING THE SUBMISSION DATE OF MAYORAL BUDGET REPORTS
REMARKS BY MAYOR RUDOLPH W. GIULIANI AT PUBLIC HEARING ON LOCAL LAWS
The next bill before me is Introductory Number 1087, sponsored at my request by Council Member Berman. This bill would extend the required dates for submission to the City Council of the Preliminary Management Report, the Preliminary Budget Plan as well as other budget related documents. Specifically, the bill will change the submission deadline from January 16th to January 30th, while other related submissions with regard to fiscal year 1999 are also adjusted accordingly.
The financial situation confronting New York in fiscal year 1999 is a fluid one. Events that impact upon the City's ability to develop a well structured financial plan are changing steadily. Moreover, the State is not planning to release its budget until January 20, 1998. The additional time is necessary to respond appropriately to the State's proposal.
For the reasons previously stated, I will now sign the bill.
